Q13. Who is behind the 'TERRORISTS?'<br />
The foot soldiers of terrorist movements themselves come<br />
from very poor backgrounds. Almost all of them work <strong>for</strong><br />
money or <strong>for</strong> the promise of money. In many cases, the<br />
terrorist organisation is the only good employer around.<br />
Terrorist organizations do raise some of their finances<br />
through front organizations acting as charities. Their<br />
accounts too are “protected.” Governments act only after<br />
a “terrorist act” has been committed. They then arrest<br />
some low-ranking operatives or blame it on some innocent<br />
suspects. In India, if a top-level terrorist is arrested (share<br />
disputes lead to betrayal), <strong>government</strong> immediately starts<br />
“peace negotiations.” Many terrorists have become Chief<br />
Ministers of states.<br />
Sometimes, <strong>government</strong> agencies themselves commit<br />
terrorist acts and then plant evidence so that it can be<br />
blamed on terrorists.<br />
� When the Purulia arms drop became public, it was revealed that operatives of<br />
nearly half-dozen countries were involved. A British arms merchant who was<br />
caught revealed that British intelligence agencies were in the know. British<br />
<strong>government</strong> then claimed that they had in<strong>for</strong>med the Indian spy agency R&AW.<br />
R&AW claimed that they had indeed passed on the in<strong>for</strong>mation to concerned<br />
authorities but the mail got delayed! Many of those arrested were pardoned and<br />
allowed to go back. The main kingpin was allowed to escape from the airport<br />
after the plan was grounded by the Indian Air Force.<br />
� In the investigation of the 26/11 terrorist attacks in Bombay, it was revealed<br />
that an American spy of Pakistani origin, working as an agent <strong>for</strong> Drug<br />
En<strong>for</strong>cement Agency of the US and also <strong>for</strong> the Pakistani ISI, had staked out in<br />
the city and selected the sites <strong>for</strong> the attack. His wife had in<strong>for</strong>med the<br />
authorities of his involvement but the US authorities took no action. The US<br />
<strong>government</strong> has also refused to hand him over to Indian authorities. Also, it took<br />
