● It recommends identify<strong>in</strong>g children at risk for <strong><strong>in</strong>volvement</strong> <strong>in</strong> prostitution. Almost all<br />
of the most vulnerable children are already <strong>in</strong> contact with services. More could be<br />
done via the care system <strong>and</strong> the crim<strong>in</strong>al justice system to prevent their <strong><strong>in</strong>volvement</strong><br />
at an early age. Vulnerable children need support to ensure they are secure l y<br />
ho<strong>use</strong>d, socially <strong>in</strong>cluded <strong>and</strong> have access to services on the basis of need.<br />
● It recommends pursu<strong>in</strong>g <strong>and</strong> prosecut<strong>in</strong>g the child ab<strong>use</strong>rs who pay to have sex<br />
with children. In the current climate where public op<strong>in</strong>ion aga<strong>in</strong>st paedophiles is<br />
s t rong, children ab<strong>use</strong>d through prostitution are not accorded the same pro t e c t i o n<br />
as other children. Indeed, the victims are often still blamed. Police re s o u rces should<br />
be diverted from prosecut<strong>in</strong>g adults for sex work related offences towards pursu<strong>in</strong>g<br />
those seek<strong>in</strong>g paid sex with children. Potential ab<strong>use</strong>rs seek<strong>in</strong>g child pro s t i t u t e s<br />
might be targeted <strong>in</strong> an <strong>in</strong>formation campaign rem<strong>in</strong>d<strong>in</strong>g them that until the age of<br />
eighteen, under Safeguard<strong>in</strong>g Children Involved <strong>in</strong> Prostitution (Dept. of Health,<br />
2000), young people <strong>in</strong>volved <strong>in</strong> prostitution are to be treated as victims of ab<strong>use</strong>.<br />
Police may also f<strong>in</strong>d ready allies amongst adult sex workers <strong>in</strong> their work to<br />
identify both potential ab<strong>use</strong>rs <strong>and</strong> child prostitutes. Agencies <strong>in</strong>tend<strong>in</strong>g to identify<br />
young people at risk of enter<strong>in</strong>g prostitution should follow the work<strong>in</strong>g practices of<br />
N o t t i n g h a m s h i re anti-vice squad <strong>and</strong> Nott<strong>in</strong>ghamshire Social services. These<br />
agencies work <strong>in</strong> partnership with voluntary agencies <strong>in</strong> the city to identify<br />
vulnerable young people who may be at risk of enter<strong>in</strong>g prostitution. The anti-vice<br />
squad also have a successful prosecution rate for those liv<strong>in</strong>g off immoral earn<strong>in</strong>gs.<br />
● It recommends that future re s e a rch <strong>in</strong>vestigates the feasibility of a licens<strong>in</strong>g system<br />
for sex work premises to regulate this bus<strong>in</strong>ess <strong>and</strong> encourage adult sex workers to<br />
work <strong>in</strong>doors. This recommendation follows those previously made <strong>in</strong> Home Off i c e<br />
PSR re p o rt 134. That re p o rt stated that these must be regulated <strong>and</strong> well managed.<br />
These are harm reduction <strong>in</strong>terventions with the follow<strong>in</strong>g aims.<br />
● They prevent children becom<strong>in</strong>g <strong>in</strong>volved <strong>in</strong> prostitution.<br />
● They massively reduce a currently unregulated, crim<strong>in</strong>ogenic <strong>in</strong>dustry’s potential<br />
to exploit children, illegal <strong>and</strong> trafficked migrants <strong>and</strong> <strong>in</strong>dividuals who are<br />
dependent on <strong>drug</strong>s.<br />
● They b reak connections between <strong>drug</strong> <strong>use</strong> <strong>and</strong> sex work occasioned by their<br />
s h a red geographic <strong>and</strong> illicit market areas. The potential harm that can be<br />
ca<strong>use</strong>d by areas with entw<strong>in</strong>ed <strong>drug</strong> <strong>and</strong> outdoor sex markets was highlighted <strong>in</strong><br />
PSR Paper 118.<br />
● They <strong>in</strong>crease the appeal of <strong>in</strong>door sex work premises for both adult sex workers<br />
<strong>and</strong> their clients <strong>and</strong> thereby reduc<strong>in</strong>g the relative appeal of outdoor sex markets.<br />
