To meet the needs of young people already engaged <strong>in</strong> prostitution, services need to<br />

develop ways to establish <strong>and</strong> ma<strong>in</strong>ta<strong>in</strong> contact with young sex workers work<strong>in</strong>g <strong>in</strong>doors<br />

<strong>and</strong> outdoors. Once contact has been made, services could provide advice, technologies<br />

<strong>and</strong> re f e rral on a range of issues such as health promotion, harm reduction, safe work<br />

tra<strong>in</strong><strong>in</strong>g, <strong>drug</strong> treatment, hous<strong>in</strong>g needs, welfare <strong>and</strong> employment rights, education, money<br />

management <strong>and</strong> support. To help young outdoor sex workers leave these enviro n m e n t s ,<br />

they could be encouraged to move <strong>in</strong>doors <strong>and</strong> sex workers work<strong>in</strong>g <strong>in</strong>dependently could<br />

be supported to provide their own peer education networks <strong>and</strong> to operate ‘safe home’<br />

check-<strong>in</strong> systems to safeguard lone workers.<br />

C o - o rd<strong>in</strong>ated work between a number of services is needed to help young people leave<br />

p rostitution or prevent them gett<strong>in</strong>g <strong>in</strong>volved <strong>in</strong> the first place. Such work would <strong>in</strong>clude<br />

police activity to pursue <strong>and</strong> prosecute <strong>in</strong>dividuals who pay for sex with under-18 year-olds<br />

<strong>and</strong> <strong>in</strong>terventions <strong>in</strong> the care system <strong>and</strong> crim<strong>in</strong>al justice system to identify children at risk for<br />

<strong><strong>in</strong>volvement</strong> <strong>in</strong> prostitution as well as generous harm reduction service provision.<br />

F u t u re re s e a rch should explore the impact of licens<strong>in</strong>g sex work premises by local<br />

authorities. It is unclear what impact a licens<strong>in</strong>g system would have but we feel that research<br />

exam<strong>in</strong><strong>in</strong>g the impact of licens<strong>in</strong>g would be worthwhile. This re s e a rch would explicitly<br />

e x p l o re the potential for separat<strong>in</strong>g the environment for sex work <strong>and</strong> <strong>drug</strong> <strong>use</strong> <strong>and</strong><br />

p revent<strong>in</strong>g under-18 year-olds gett<strong>in</strong>g drawn <strong>in</strong>to prostitution through a licens<strong>in</strong>g system<br />

operat<strong>in</strong>g as part of a cohesive package of <strong>in</strong>terventions.<br />

F u t u re re s e a rch could also assess the impact of licens<strong>in</strong>g <strong>and</strong> determ<strong>in</strong>e the conditions that sex<br />

work premises would have to meet <strong>in</strong> order to ga<strong>in</strong> <strong>and</strong> keep their license to operate. These<br />

conditions could <strong>in</strong>clude no workers under 18 <strong>and</strong> no tolerance of <strong>drug</strong> supply or possession.<br />

Licenses could be resc<strong>in</strong>ded where <strong>drug</strong> deal<strong>in</strong>g or repeat offend<strong>in</strong>g for possession occurre d .<br />

<strong>Sex</strong> work premises, where more than one sex worker is operat<strong>in</strong>g at a given time, could be<br />

licensed by local authorities <strong>and</strong> the unlicensed premises could be closed.<br />
