Local AIG Plan, 2010-2013 Page 2 of 67 7/12/2010 Standard 1: Student Identification The LEA's student identification procedures for AIG are clear, equitable, and comprehensive and lead towards appropriate educational services. Practice A Articulates and disseminates clear, comprehensive, and equitable screening, referral, and identification processes for all grade levels to school personnel, parents/families, students, and the community-at-large. This practice is a Focused Practice for 2010-2013. Rationale: Nomination, referral, screening and identification of students with needs for gifted program services are detailed in the current plan. However, feedback from parents, administrators and other stakeholders indicate a need for greater clarity and less technical terminology in the description of these procedures. Goals: Improve clarity and ease of access to clear information regarding the identification processes. Local AIG Plan, 2010-2013 Page 3 of 67 7/12/2010 Practice B Employs multiple criteria for student identification, including measures that reveal student aptitude, student achievement, or potential to achieve in order to develop a comprehensive profile for each student. This practice is a Focused Practice for 2010-2013. Rationale: Multiple criteria ensure that gifted behaviors are recognized in the identification process. Goals: To research and explore options in identification criteria over a one year period. Description: Gifted education is provided for students who consistently perform above grade level and demonstrate need for additional rigorous academic differentiation in kindergarten through grade twelve. Multiple criteria include both formal indicators and informal indicators. Formal identification criteria include: norm referenced assessments in aptitude, reading/language arts, and mathematics. Informal identification criteria may include: teacher and parent checklists, academic grades in reading/language arts and mathematics, writing samples, North Carolina End-of-Grade and North Carolina End-of-Course tests, Literacy Profiles, Math Profiles, portfolios, work samples, and projects, plus any other available anecdotal information. STEP 1 - Nomination: • Students in kindergarten through grade three (first semester) may be nominated for early identification. • There must be documented evidence of need for differentiated curricula and instruction that is consistently two or more grade levels above the current grade. • The SBC-GE will submit the performance data to AIG Central Services Committee for review and approval. Students in grades four through twelve may be nominated by parent, teachers or other school personnel for referral to the School Based Committee for Gifted Education at any time with demonstrated above grade level performance. Students may self-nominate. STEP 1a - Screening (Grade 3 second semester): The Cognitive Abilities Test (CogAT), a measure of aptitude, is administered to all third graders during the second semester. Students who attain a composite or subtest score at or above the 75th percentile will be eligible to take the Iowa Test of Basic Skills (ITBS), a measure of achievement. Students who score at the 90th percentile on either the CogAT or ITBS will be considered for nomination to the School Based Committee for Gifted Education. STEP 2 - Referral: The School Based Committee for Gifted Education (SBCGE) considers all nominations. The committee reviews available student data and documentation based on formal and informal indicators and determines which of the nominated students will be referred.
