of legal requirements for accessible information technology and limited expertise in applying requirements for<br />

appropriate accommodations; and (c) lack of awareness of a need for a system-wide focus on implementing<br />

accommodations, most noticeable in the communication divide between information technology and<br />

disability/special education staff. Individual schools also face unique challenges, including locations in rural areas<br />

and high staff turnover. The recommendations described in this report give interested parties many directions for<br />

helping K-12 schools in their quest to provide the best and most accessible services to their students and community.<br />
