Health authorities are to have access to statistical information from the database for health reports, planning, policymaking etc. NORWAY: During the first 6 months of 1999 parliament will discuss four comprehensive laws for the health services that will lead to changes in the framework governing the various areas. The new statutes are: 1. Act Concerning Health Workers 2. Act Concerning Specialist treatment 3. Act Concerning the Mentally Ill 4. Act Concerning Patient Rights In addition, parliament has decided to discuss a new act concerning pharmacies. If passed, the act will lead to a more liberal and market oriented pharmacy system. SWEDEN: As per January 1, five pieces of legislation have been joined into one act; The Act concerning Active Health Personnel. This is the first step towards a comprehensive health legislation and a legislation which is based on the patient’s situation. A parliamentary committee for the elderly has been given the task of creating conditions for a long-term development of policies for the elderly. Lov om patientrettigheder Som et supplement har stortinget planlagt at behandle en ny lov om apoteker. Hvis denne lov bliver vedtaget vil det medføre en mere liberalt apotekssystem i en mere markedsorienteret retning. SVERIGE: Fra og med 1. januar er fem love slået sammen til en lov: Loven om erhvervsvirksomhed indenfor sundhedsområdet. Dette er det første skridt hen mod en samlet sundhedslovgivning samt en lovgivning som tager udgangspunkt i patientens situation. Udgangspunktet for arbejdet skal blandt andet være de forandrede krav der stilles til samfundet når den ældre befolkning øges både absolut og relativt, samtidig med at der skal skabes forudsætninger for at personer i Sverige kan blive gamle under trygge forhold med uændrede levevilkår samt have adgang til en god pleje og omsorg.
The government has established a commission with the purpose of mapping the needs for education and propose measures which may ease recruitment within the health sector. The government has given the National Board of Health and Welfare the task of analysing the conditions for and consequences of the introduction of treatment guarantees within the Swedish health care sector. A nation-wide development programme has begun concerning waiting periods with the health services. The project is due to work on a consistent policy concerning the handling of the waiting periods within the health care sector. As per January 1 1999, new rules apply regarding subsidy for dental care for adults. This implies that county and regional councils also become responsible for the out-reaching work and the necessary dental care for elderly and disabled as well as dental treatment which for a limited period of time is part of the treatment of a disease. Organization and responsibility for the health sector DENMARK: Responsibility for the health service is very decentralized. The main principles are as follows: The State is responsible for legislation, supervision and guidelines; county councils are responsible for hospital service, health insurance and special nursing homes, whereas municipalities are responsible for health care, home nursing, nursing homes, and child and school health care. ORGANIZATION OF HEALTH SERVICES Regeringen har nedsat en kommission med det formål at kortlægge uddannelsesbehovene samt foreslå foranstaltninger som skal lette rekrutteringen til sundhedssektoren. Regeringen har givet Socialstyrelsen til opgave at beskrive og analysere forudsætningerne for og konsekvenserne af indførelse af behandlingsgarantier indenfor det svenske sundhedsvæsen. Der er påbegyndt et landsdækkende udviklingsarbejde om ventetider indenfor sundhedsvæsenet. Projektet skal blandt andet arbejde med en fælles politik vedrørende håndteringen af ventetiderne indenfor sundhedsvæsenet. Fra og med 1. januar 1999 gælder der nye regler for tilskud til tandpleje for voksne. Dette indebærer blandt andet at landstingene/regionerne får ansvaret for det opsøgende arbejde og den nødvendige tandpleje til ældre og funktionshæmmede samt tandbehandling som i en kortere periode indgår som et led i en sygdomsbehandling. Organisering og ansvar for sundhedsvirksomheden DANMARK: Ansvaret for sundhedsvæsenet er bygget op over en meget decentral organisation. Hovedprincipperne er følgende: Staten er ansvarlig for lovgivning, tilsyn og retningslinier; amterne for sygehusvæsen, sygesikring og specielle plejehjem, mens kommunerne er ansvarlige for sundhedspleje, hjemmepleje, plejehjem samt børne- og skolesundhedstjeneste. 17
