<strong>Plan</strong> contains many contradictions (I.e. Atna-Shelagyote SMZ<br />
is important wildlife habitat (denning) yet development<br />
opportunities such as heli-skiing, snowmobile touring and catskiing<br />
are all presented as options).<br />
The plan does not acknowledge the necessity of at least a base<br />
line understanding of grizzly bear information in the<br />
watershed and ignores evidence illustrating the loss of<br />
wilderness values and grizzly population under same pressure<br />
that it is difficult to regard it as a serious attempt to conserve<br />
habitat necessary to sustain population.<br />
BRF The SRMP should clarify the relationship between the LRUP<br />
and the SRMP, including an explanation of how the LRUP<br />
has been adopted, altered, enhanced or otherwise treated<br />
within the SRMP.<br />
BRF The SRMP should contain an explanation with respect to how<br />
the SRMP becomes a legally enforceable plan under the Land<br />
Amendment Act, the Forest and Range Practices Act, or<br />
through other means<br />
CRB The SRMP should be consistent with the objectives from the<br />
<strong>Babine</strong> LRUP. The LRUP was never intended to favour<br />
commercial recreation use of the river over non-commercial<br />
use, but rather to ensure that values on which recreation<br />
depends are maintained over long term.<br />
CRB It should be clear that the SRMP is not seen as a way to<br />
change land use designations along the <strong>Babine</strong> River within<br />
the Bulkley TSA.<br />

Tenured uses with the plan area will undergo appropriate consultation<br />
under LWBC's mandate<br />
A large area excluding resource activities to provide wilderness for<br />
bears would be inconsistent with the Kispiox LRMP.<br />
An appendix clarifying the linkages between the <strong>Babine</strong> LRUP and<br />
the SRMP has been added.<br />
A paragraph has been added under the implementation section<br />
clarifying that the objectives, indicators and targets will be established<br />
as LU objectives.<br />
<strong>Plan</strong> is consistent with the <strong>Babine</strong> LRUP and focuses on land<br />
management. The plan does not address allocation of resources,<br />
people management, or park management. As such, it does not<br />
address issues associated with River use.<br />
The plan is clear that it applies only to the Kispiox TSA.
