PERSON-RELATED FACTORS (LEVEL P)<br />
Person-related factors refers to information about the personal situation for different<br />
individuals. Examples of person-related factors include age, gender, living and working<br />
conditions. This information can be used to sort individuals into target groups and to<br />
estimate the opportunities for individuals to change their current travel and behaviour<br />
patterns.<br />
Several models are available to describe surroundings and carry out target group analysis.<br />
We recommend using a method that offers a systematic approach to describing<br />
background factors 6 .<br />

4.2 SETTING TARGETS<br />
In order for measures and projects to achieve the desired effect, targets must be set in a<br />
suitable and constructive way.<br />
Targets should usually be...<br />
• clear and measurable<br />
• challenging but realistic<br />
• well established (understood and accepted)<br />
…and preferably also…<br />
• divisible into subsidiary targets<br />
• both short and long term<br />
• divided into stages for simple checking<br />
A basic model that facilitates the development of these targets is called the SMART<br />
model. There are several different versions of SMART. The one we have chosen is:<br />

M= Measurable<br />
A = Ambitious<br />
R = Realistic<br />
T = Time-limited<br />

External factors<br />
External factors that influence the possibility to travel by public transport<br />
include the location of the company and accessibility to public transport at<br />
different survey periods. The introduction of parking fees at a workplace is<br />
another external factor that can influence the result of the project.<br />
Person-related factors<br />
The person-related factors in this project include changed living or working<br />
conditions, such as moving to a new house, a new job, or changed working<br />
hours.<br />
