What is <strong>SUMO</strong>?<br />

<strong>SUMO</strong> is a new system for the planning, monitoring and evaluation of<br />

projects that through “soft measures” such as organisational routines or<br />

information and knowledge-raising activities or communication, aim to<br />

influence attitudes and behaviour. <strong>SUMO</strong> can be used to describe how<br />

measures should be implemented. <strong>SUMO</strong> is adapted to evaluating<br />

measures and can be used to produce cause and effect relationships.<br />

<strong>SUMO</strong> is a further developed version of MOST-MET, adapted to Swedish<br />

conditions in the field of road transport. MOST-MET is an evaluation<br />

toolkit that was developed within the framework of an EU project on<br />

Mobility Management 2000-2002.<br />

<strong>SUMO</strong> is based on tested methods and an idea to measure effects at different<br />

levels. The design of <strong>SUMO</strong> is simple and the methods included<br />

are not significantly different from other guidelines for evaluations.<br />

However, <strong>SUMO</strong> is unique in how its targets, indicators, and results can<br />

be specified at different levels that follow on from each other. The<br />

system using levels enables the early measurement of the impact of a<br />

project where it is often difficult to show effects in the short term, as<br />

much of the work is spent on changing attitudes and behaviour, which<br />

is a process that takes time.<br />

<strong>SUMO</strong> offers you an opportunity to effectively plan, implement, and<br />

monitor mobility projects. By using this method you can measure the<br />

type of behaviour-changing projects that have previously been difficult<br />

or impossible to monitor. This report describes how to achieve this.<br />
