9. List of concepts
Offer
Refers to an option that mobility services aim to persuade target groups to use.
The offer differs depending on the type of project. Examples of an offer include:
• following a travel policy
• using a seat belt
• travelling by a different mode of transport (such as the Test Traveller project)
• using a cycle path (a combination of mobility management and physical measures).
The four stage principle
An approach used by the SRA in action analyses for the road transport system.
Stage 1 and 2 consider alternative measures that influence the demand for transport, the
mode of transport and more efficient use of the existing road network prior to using
stages 3 and 4 which consider road improvements or new construction.
Mobility projects
Measures that in various ways attempt to influence transports, travel habits, and road
user behaviour, i.e. mobility.
Mobility services
A general term for the methods used in mobility management:
• information and advice
• consultation
• information to increase awareness, training
• transport logistics and coordination
• sales and booking
• transport-related products and services.
These methods are also applicable for a broader application of SUMO defined as
mobility projects.
Mobility management
According to definition in the EU projects MOMENTUM and MOSAIC:
“Mobility management is primarily a demand oriented approach to passenger and
freight transport that involves new partnerships and a set of tools to support and encourage
change of attitude and behaviour towards sustainable modes of transport.
These tools are usually based on information and organisation, coordination and require
promotion. Mobility management addresses specific target groups and has developed
a range of instruments, best known are the mobility centre and the mobility
plan. Mobility management is in a constant process of development.”
A simpler definition could be: “Mobility management involves soft measures to
influence travel before the journey begins”.
