ARTICLE 4—ADMINISTRATION
The Administration shall consist of a Department Head, who is assisted by an Advisory
Committee, and one or more Associate Heads. The Department Head shall be selected according
to the procedure given in these Bylaws (see Article 4.1.3).
Governance of the Department shall be shared by the Faculty and Administration, subject to the
restrictions specified in the Preamble, unless otherwise specified herein. The Faculty and the
Administration shall each have authority to initiate actions concerning matters of the Department.
The Administration can veto any action by the Faculty, unless otherwise specified herein. The
Members can override any veto or action by the Administration if approved by two thirds of the
quorum basis (see Article 7.4).
The Administration is responsible for developing and implementing a business plan and an
operating budget for the Department. This plan and budget shall be presented to the Faculty
during the fall semester. Any major change to the business plan and operating budget during the
course of the academic year shall also be presented to the Faculty at an appropriate meeting.
4.1 Department Head
4.1.1. Definition
The Department Head is a Member who serves as the academic and administrative head of the
Department.
4.1.2. Responsibilities
The Head of the Department is appointed by the President. Therefore, the Department Head is
responsible to the President through the Dean of the College and the Provost.
The Head has the following duties:
i. The appointee is in charge of planning the programs of the Department in teaching,
research, and other functions—all with Faculty input. The Head is expected to keep the
curricula of the Department under review and to maintain a climate that is hospitable to
creativity and innovation.
ii. The appointee is responsible for the recruitment, selection, evaluation, and mentoring of
both the Faculty and the staff personnel of the Department. In consultation with colleagues
and with input from appropriate committees, the Department Head recommends
appointments, promotions, merit advances, and terminations. The appointee is expected to
make sure that Faculty and other appointed personnel are aware of the criteria prescribed
for appointment and advancement, and to make appraisals and recommendations in
accordance with the procedures and principles stated in the University Handbook for
Appointed Personnel, the College and Departmental guidelines on promotion and tenure,
and relevant memos and directions from the Provost and President. The Head has
analogous responsibilities for classified staff in accordance with the University Staff
Personnel Policy Manual.
iii. The appointee should be receptive to questions, complaints, and suggestions from
members of the Department, both Faculty and staff personnel, and from students, and
should take appropriate action on them.
