<strong>Iran</strong> <strong>Sanctions</strong><br />
$46 billion to upgrade its nine refineries and build seven new ones, a far larger amount than <strong>Iran</strong><br />
had previously allocated for this purpose.<br />
The main suppliers to <strong>Iran</strong> over the past few years, and the GAO-reported status of their sales to<br />
<strong>Iran</strong> are listed below (with the caveat that some reports say that partners or affiliates of these<br />
firms may still sell to <strong>Iran</strong> in cases where the corporate headquarters have announced a halt). As<br />
noted in a New York Times report of March 7, 2010, 61 and a Government Accountability Office<br />
study released September 3, 2010, 62 some firms that have supplied <strong>Iran</strong> have received U.S. credit<br />
guarantees or contracts:<br />
• Vitol of Switzerland (notified GAO it stopped selling to <strong>Iran</strong> in early 2010);<br />
• Trafigura of Switzerland (notified GAO it stopped selling to <strong>Iran</strong> in November<br />
2009);<br />
• Glencore of Switzerland (notified GAO it stopped selling in September 2009);<br />
• Total of France (notified GAO it stopped sales to <strong>Iran</strong> in May 2010);<br />
• Reliance Industries of India (notified GAO it stopped sales to <strong>Iran</strong> in May 2009).<br />
Reliance has also told press outlets on April 1, 2010, that it would not import<br />
<strong>Iran</strong>ian crude oil in 2010;<br />
• Petronas of Malaysia (said on April 15, 2010, it had stopped sales to <strong>Iran</strong>); 63<br />
• Lukoil of Russia (reportedly to have ended sales to <strong>Iran</strong> in April 2010, 64 although<br />
some reports continue that Lukoil affiliates are supplying <strong>Iran</strong>);<br />
• Royal Dutch Shell of the Netherlands (notified GAO it stopped sales in October<br />
2009);<br />
• Kuwait’s Independent Petroleum Group told U.S. officials it is no longer selling<br />
gasoline to <strong>Iran</strong>, as of September 2010; 65<br />
• Tupras of Turkey (according to the State Department on May 24, 2011);<br />
• British Petroleum of United Kingdom, Shell, Q8, Total, and OMV are no longer<br />
selling aviation fuel to <strong>Iran</strong> Air, according to U.S. State Department officials on<br />
May 24, 2011;<br />
• A UAE firm, Golden Crown Petroleum FZE, told the author in April 2011 that, as<br />
of June 29, 2010, it no longer leases vessels for the purpose of shipping<br />
petroleum products from or through <strong>Iran</strong>;<br />
• Munich Re, Allianz, Hannover Re (Germany) were providing insurance and reinsurance<br />
for gasoline shipments to <strong>Iran</strong>. However, they reportedly have exited<br />
the market for insuring gasoline shipments for <strong>Iran</strong>; 66<br />
