Justification:<br />
Contamination Avoidance is a primary objective <strong>of</strong> <strong>the</strong> Joint NBC <strong>Defense</strong> program. Operational forces have an immediate need to safely operate, survive, <strong>and</strong> sustain operations in an NBC agent threat<br />
environment. Contamination Avoidance is necessary to maintain operational efficiency <strong>and</strong> minimize <strong>the</strong> need to decontaminate vehicles, equipment, <strong>and</strong> areas. Advanced chemical defensive equipment is<br />
required to enhance US capability to detect <strong>and</strong> identify threat agents in <strong>the</strong> battle space.<br />
