This program supports <strong>the</strong> acquisition <strong>and</strong> delivery <strong>of</strong> an integrated chemical, biological, radiological, nuclear <strong>and</strong> explosive (CBRNE) rapid response capability for National Guard Bureau's (NGB) Weapons <strong>of</strong><br />

Mass Destruction Civil Support Teams (WMD-CST) <strong>and</strong> Special Purpose Units - <strong>Chemical</strong> <strong>Biological</strong> Equipment (SPU-CBE) which consists <strong>of</strong> <strong>the</strong> CBRNE Enhanced Response Force Package (CERFP), <strong>the</strong><br />

United States Marine Corps <strong>Chemical</strong> <strong>Biological</strong> Incident Response Force (CBIRF) <strong>the</strong> United States Army Reserve (USARC) <strong>Chemical</strong> Recon Platoons, Decon Platoons, <strong>Defense</strong> Support <strong>of</strong> Civil Authority<br />

CBRN Response Force (DCRF), <strong>and</strong> <strong>the</strong> 20th Support Comm<strong>and</strong> Nuclear Disablement (NDT) <strong>and</strong> CBRNE Teams. Key activities <strong>of</strong> this program include ongoing life cycle assessments for <strong>the</strong> portfolio <strong>of</strong><br />

fielded commercial-<strong>of</strong>f-<strong>the</strong>-shelf (COTS) CBRNE equipment, identification <strong>and</strong> evaluation <strong>of</strong> emerging technologies, prioritization <strong>and</strong> fielding <strong>of</strong> improved capabilities to meet established requirements, <strong>and</strong> <strong>the</strong><br />

establishment <strong>of</strong> institutionalized training. The overall capability package includes h<strong>and</strong> held detection, protection, decontamination, situational awareness s<strong>of</strong>tware assessment <strong>and</strong> sampling tools, as well as,<br />

an integrated common analytical laboratory system (CALS) <strong>and</strong> communications suite. The purpose <strong>of</strong> this program is to address legacy requirements gaps/deficiencies for WMD-CST's <strong>and</strong> SPU-CBE's where<br />

<strong>the</strong>y exist through <strong>the</strong> streamlined acquisition <strong>of</strong> COTS/government-<strong>of</strong>f-<strong>the</strong>-shelf (GOTS) capability upgrades that incorporate proven advancements in technology to satisfy mission performance st<strong>and</strong>ards.<br />

Justification: FY14 Funds <strong>the</strong> Procurement <strong>and</strong> fielding <strong>of</strong> Personal Protection Equipment <strong>and</strong> CBRN Detection Equipment upgrades for <strong>the</strong> first responder community - Level B Ensembles (11000, SPU CBE -<br />

DCRF), <strong>and</strong> Fourier Transform Infrared (FTIR) Gas Spectrometers systems (113, WMD-CST)).<br />
