Justification:<br />
Installation Force Protections primary objective is to streng<strong>the</strong>n efforts for improving DoD installations against <strong>Chemical</strong> <strong>and</strong> <strong>Biological</strong> (CB) threats. WMD-CST allows for <strong>the</strong> equipping <strong>of</strong> Reserve Component<br />
units to provide enhanced response capabilities <strong>and</strong> to provide for additional support against <strong>the</strong> threat <strong>of</strong> terrorist CB attacks to American cities <strong>and</strong> communities in emergency <strong>and</strong> disaster situations. Also, this<br />
effort allows selected National Guard <strong>and</strong> o<strong>the</strong>r reserve component units to respond to <strong>and</strong> contain <strong>the</strong> effects <strong>of</strong> CB incidents in this country. Advanced chemical defensive equipment is required to enhance<br />
US capability to detect <strong>and</strong> identify threat agents in <strong>the</strong> battle space <strong>and</strong> <strong>the</strong> homel<strong>and</strong>.<br />
