4.6 Denmark<br />
There are two designated ADR body with jurisdiction<br />
for air travel related queries, the Travel Industry<br />
Complaint Board and the Danish Consumers<br />
Complaint Board. Although the fact that there is<br />
ADR coverage in Denmark is welcomed, the<br />
comment is made that there can be confusion<br />
and complexity brought to the issue because of<br />
the number of ADR bodies competent to act.<br />
Interestingly the Danish ECC reported that their<br />
enforcement body had resolved 4 cases, an ADR<br />
body 2 cases and the courts one case.<br />
The Danish ECC is involved in on-going<br />
communication with the two ADR bodies and has<br />
regular meetings with the Consumers Complaint<br />
Board.<br />
In addition the ECC is planning a meeting for<br />
interested parties concerning air passenger rights<br />
in late autumn 2006.<br />
4.7 Estonia<br />
In Estonia there is no ADR body with responsibility<br />
for this area. ECC Estonia has participated in<br />
several meetings with the NEB to discuss<br />
interpretation of Regulation 261/04, to solve<br />
problems and to develop official opinions on air<br />
passenger rights.<br />
4.8 Finland<br />
The Finnish ECC reported a large increase in the<br />
number of air travel related queries sent to it.<br />
Finland has three notified enforcement bodies<br />
under regulation 261/2004, one of whom is also<br />
an ADR body, the Consumer Complaints Board.<br />
The ECC reported 5 cases that were referred to an<br />
ADR/enforcement body in Finland. ECC Finland<br />
shares a building with the enforcement body,<br />
which allows easy discussion regarding the<br />
appropriate party to handle a particular case.<br />
4.9 France<br />
There is no ADR body in France that deals with<br />
air travel complaints and ECC France also believes<br />
there is a lack of networking between the enforcement<br />
bodies (NEBs) in different countries. In the<br />
absence of a relevant ADR in France, ECC France<br />
believe that too many bodies are involved such as<br />
consumer associations, the NEB, the fraud control<br />
authority and the ECC, resulting in a lack of clarity<br />
and consistency in dealing with airlines. ECC<br />
France has been in regular contact with DG<br />
Transport and DG Health & Consumer Protection<br />
of the <strong>European</strong> <strong>Commission</strong> in order to encourage<br />
the strengthening of cooperation between the<br />
NEBs and ECC Net. In terms of the development<br />
of ADR in this sector many stakeholders have<br />
shown a willingness to discuss possibilities of<br />
establishing a relevant ADR. ECC France will<br />
continue to work on driving this development.
