FRANKLIN COUNTY CLERK OF COURTS<br />

<strong>AUTO</strong> <strong>TITLE</strong> <strong>MANUAL</strong><br />

The law enforcement agency will only be issued a salvage title.<br />

If the vehicle is sold prior to auction, the officer shall complete the assignment at the<br />

bottom of BMV Form 3701. Upon presentation of the completed BMV Form 3701,<br />

showing compliance with all requirements, the Clerk of Courts shall issue a salvage title<br />

only. An applicant’s odometer statement and application must be completed for the<br />

transfer of ownership.<br />

Under Section 4513.63, the affidavit need not be processed through the BMV if the<br />

affidavit is being completed pursuant to this section. The affidavit can be assigned by<br />

law enforcement to a licensed salvage dealer or scrap metal processor only (as defined by<br />

Chapters 4737 and 4738 of the <strong>Ohio</strong> Revised Code). This is the only instance that a title<br />

is not issued. For sample form, see exhibit "T".<br />

Out of State Inspections<br />

If the application for certificate of title refers to a motor vehicle last previously titled or<br />

registered outside this state, or if the vehicle is purchased from a dealer whose state<br />

allows dealer reassignments, the application must be accompanied by a physical<br />

inspection certificate verifying the year, make, body type, manufacturer’s serial number<br />

(VIN), model and mileage.<br />

The inspections are done by many local dealerships and by all deputy registrars or license<br />

agencies. The inspection station collects a fee of $3.50 at the time of inspection and the<br />

Clerk of Courts’ collects a fee of $1.50 when the title is issued.<br />

When an <strong>Ohio</strong> resident purchases a used vehicle evidenced by out-of-state paperwork and<br />

the vehicle cannot be brought to <strong>Ohio</strong> for inspection, the Clerk of Courts furnishes an<br />

inspection form which must be completed by a law enforcement officer or an inspection<br />

station which has been authorized as such by the state in which the vehicle is located.<br />

In the case of military personnel, any military officer may inspect the vehicle and<br />

complete the form.<br />

An inspection is not needed on a title issued from an MCO regardless of where the<br />

vehicle was purchased.<br />

Manufactured Homes<br />

A manufactured home transfer is handled the same as any motor vehicle with the<br />

following exceptions:<br />

No odometer statement is needed.<br />

A “transfer approval” stamp is required on the face of the certificate of title before<br />

the title can be transferred. The stamp is obtained from the treasurer of the county<br />

that the manufactured home was located in and is proof that the property taxes<br />

have been paid up to date.<br />
