Transitional Shelter<br />
With an estimated 1.2 million left homeless and the hurricane season approaching, shelter for persons<br />
displaced by the earthquake in <strong>Haiti</strong> is an urgent issue. While emergency shelter is a high government<br />
priority, this note is written to build on the work already undertaken by the government and international<br />
community and to provide medium- and longer-term transitional shelter recommendations.<br />
The government is facing urgent decisions<br />
about how to develop transitional shelter options<br />
that are responsive to both the immediate<br />
hurricane risks and to the longer-term<br />
reconstruction and recovery needs in <strong>Haiti</strong>. Decisions<br />
made about the type and location of transitional<br />
settlements made in this early phase will<br />
have a spillover effect on policy decisions months<br />
and even years later. Finding a durable solution for<br />
those displaced by disasters can take years due to<br />
such varying constraints as land acquisition, development<br />
of infrastructure, ownership issues related<br />
to construction of new housing, and delays<br />
or changes in the design and location of the new<br />
houses.<br />
WHAT IS TRANSITIONAL SHELTER?<br />
“Transitional shelter provides a habitable covered<br />
living space and a secure, healthy living environment,<br />
with privacy and dignity, to those within it<br />
during the period between a natural disaster and<br />
the achievement of a durable shelter solution.” i<br />
More than just a type of house, transitional shelter<br />
is part of a process covering the spectrum <strong>from</strong><br />
immediate temporary/emergency shelter following<br />
displacement through the time an individual’s<br />
house is reconstructed or a durable solution is<br />
found.<br />

PREFERRED OPTIONS FOR A<br />
TRANSITIONAL SHELTER PROGRAM<br />
Tailored to community/individual needs and<br />
circumstances. There will be no easy one-size-fitsall<br />
for <strong>Haiti</strong>’s transitional shelter needs. Policy decisions<br />
about shelter type and location should be<br />
made in consultation with the affected population,<br />
keeping in mind that the preference for transitional<br />
shelter may be community-specific and that needs<br />
may change as time passes.<br />
Done by, rather than for, the affected population.<br />
Provide families with the materials to construct<br />
their own transitional shelter.
