Income Support Programs<br />

Livelihood support is a critical part of recovery and reconstruction efforts in <strong>Haiti</strong>. Direct cash<br />

grants and public works programs are common interventions to provide needed support to<br />

vulnerable households in the earthquake recovery process. Program goals include protecting<br />

the most vulnerable in the short term while reviving economic activity for the longer term.<br />

Lessons learned <strong>from</strong> international experience inform important design and implementation<br />

considerations for the <strong>Haiti</strong>an context.<br />

Restoring livelihoods in the earthquake-affected<br />

areas of <strong>Haiti</strong> are a critical component of relief and<br />

reconstruction efforts. The strategy that enables<br />

resumption of normalcy in the affected areas must<br />

involve rebuilding assets to generate income and<br />

employment as well as protecting the most vulnerable<br />

members of the community. This poses a significant<br />

challenge given the extent of damage in<br />

<strong>Haiti</strong>.<br />

This note will focus on two broad types of income<br />

support programs implemented in countries that<br />

faced similar disasters: (i) direct cash transfers to<br />

eligible beneficiaries, and (ii) public works programs<br />

(cash-for-work). Building on relevant country<br />

examples and best practice, the note proposes<br />

ideas for <strong>Haiti</strong> that utilize existing implementation<br />

structures for quick and efficient assistance.<br />

It is also important to state at the outset that the<br />

direct cash transfer and public works programs<br />

used in other post disaster situations were devised<br />

within the scheme of a larger social protection<br />

agenda.<br />

OPTIONS FOR INCOME SUPPORT<br />

PROGRAMS<br />

I. Direct Cash Grants<br />

Cash grants to affected households provide crucial<br />

short-term assistance. They help protect the<br />

vulnerable and boost local economies by creating<br />

purchasing power in affected areas. The success<br />

of a direct grant program, however, is predicated<br />

on the capacity of the government to effectively<br />

design and implement it. Adequate supplies also<br />

must be available for purchase and, of course, the<br />

markets themselves must be functioning. Cash<br />

grant programs in Pakistan (post earthquake) and<br />

Sri Lanka (post tsunami) provide valuable lessons.<br />

The key elements of a cash grant program are<br />

highlighted below.<br />

Targeting Issues: Who Should Receive Cash<br />

Grants? Geographic targeting may be appropriate<br />

and easy to implement rapidly when damage is extensive<br />

and the majority of affected households are<br />
