Rebuild or Relocate<br />
Given its hazards, should Port-au-Prince be rebuilt where it is or relocated? While economics, livelihoods,<br />
land tenure, and existing transportation are powerful constraints against relocation, relocation<br />
even if only of some functions, such as government, may be appropriate. Quantitative data should be<br />
assembled and quickly analyzed in order to decide what and where to relocate. The decision of whether<br />
and what to relocate should be made quickly, before ad hoc reconstruction overtakes the situation.<br />
Continuing uncertainty would be destructive of morale and recovery.<br />
Port-au-Prince is subject to natural hazards<br />
which, following the earthquake, raise the<br />
question as to whether rebuilding and investment<br />
should occur at the existing location in<br />
the Plaine du Cul-de-Sac and surrounding hills,<br />
or whether the majority of Port-au-Prince’s<br />
governmental and economic functions, and<br />
population, should be permanently relocated.<br />
Other countries have faced this question (see box),<br />
with some starting over at a new location (Guatemala),<br />
some rebuilding precisely as before (San<br />
Francisco, Tokyo), some not doing enough (New<br />
Orleans, Caracas), and some literally doing nothing<br />
(Managua). While there are many intermediary options,<br />
the choices confronting the Government of<br />
<strong>Haiti</strong> range between the following two extremes:<br />

Rebuild in situ. In this approach, the basic<br />
economics of Port-au-Prince and <strong>Haiti</strong> would<br />
remain the same, and the existing infrastructure<br />
(port, energy, roads, and water and wastewater<br />
systems) investment would not be lost.<br />
However, visions of broad boulevards and La<br />
Belle Cité would collide with the realities of existing<br />
patterns of land ownership as well as the<br />
impetus to rebuild as quickly as possible.<br />

Relocate. This approach would start anew,<br />
creating a new urban region comprised of<br />
hundreds of thousands. Candidate locations<br />
include Croix-des-Bouquets (13 km to the east<br />
of Port-au-Prince but also in the Plaine du Culde-Sac)<br />
and Hinche, a seismically stable city of<br />
50,000, located 128 km to the north of Portau-Prince<br />
(see figure below).<br />
The fundamental factors affecting the rebuilding<br />
/ relocation of a city, whether the capital or<br />
not, are:<br />

• 1755 – Lisbon (Portugal) destroyed, rebuilt in<br />
same location with special seismic design.<br />
• 1773 – Antigua (Guatemala) destroyed for<br />
second time, moved to Guatemala City (heavily<br />
damaged in 1976 with 23,000 killed).<br />
• 1841 – Cartago (Costa Rica) destroyed by<br />
earthquake, moved to San Jose.<br />
• 1854 – San Salvador (El Salvador) heavily<br />
damaged, also in 1917, 1986, and 2001 but<br />
remains the capital in same location.<br />
