River Water Treatment <strong>Plan</strong>t, Lagoons, and Dredged Material<br />

(Lime Sludge, Sludge/Backwash), SF<strong>AAP</strong>-002<br />

SITE DESCRIPTION<br />

The 123 River Water Treatment <strong>Plan</strong>t (RWTP),<br />

located in the northern portion of SF<strong>AAP</strong> near<br />

the Kansas River, was constructed in 1943.<br />

Water from the Kansas River was treated by lime<br />

addition, sedimentation, carbon filtration and<br />

chlorination. Sludge from the RWTP was partially<br />

used to construct two lagoons south of<br />

the plant. Wastes from the RWTP were collected<br />

in the unlined lagoons (USAEHA, 1978). Water<br />

treatment operations at the RWTP ceased in 1971<br />

thus eliminating the effluent of sludge from the<br />

RWTP into the lagoons. In the late 1970s, because<br />

of the start up of NQ production, the lagoons<br />

received about 0.200 MGD of discharge<br />

from the NQ Area, although water treatment<br />

operations ceased in 1971. This included wastewater<br />

from tank T784 (SWMU 44) which stored<br />

noncontact cooling water, steam condensate,<br />

cooling tower blowdown, and ammonia stripper<br />

discharge from the NQ production process.<br />

Presently, the RWTP is leased to a private firm<br />

for commercial aquaculture purposes. Both lagoons<br />

support a variety of aquatic life. Beaver,<br />

muskrat, turtles, sunfish and bass, along with<br />

aquatic vascular plants and summer algal blooms<br />

are commonly observed (SF<strong>AAP</strong>, 1992).<br />

Initial RFI results indicated the need for additional<br />

GW and sediment sampling.<br />

This site will be included in an installation wide<br />

stream study. Additional RFI data will be collected.<br />

If contamination is found in the sediment,<br />

it will be removed and hauled to an offsite<br />

disposal facility and confirmatory samples will<br />

be collected.<br />
