OLD/NEW SANITARY LANDFILLS, SF<strong>AAP</strong>-018<br />
SITE DESCRIPTION<br />
The entire Landfill Area encompasses approximately<br />
42 acres located about one mile west of the NG Area<br />
near the central-western border of SF<strong>AAP</strong>. However,<br />
only a portion of the 42 acres make up the Old/New<br />
Sanitary Landfills. The landfills employed a trenchtype<br />
operation. Several types of landfills are included<br />
in the Landfill Area: the sanitary landfill (17 acres);<br />
the ash landfill (10 acres, SWMU 19); and the asbestos<br />
landfill (1.1 acres). This Landfill Area began operation<br />
in 1943. Prior to the designation of the New<br />
Sanitary Landfill in 1967, refuse of all types was buried<br />
at a site just south of the new landfill. No records<br />
from the Old Landfill were available. SF<strong>AAP</strong> no longer<br />
uses the New Sanitary Landfill; currently, waste is<br />
disposed in temporary cells at a separate location<br />
(SF<strong>AAP</strong>, 1992). Although there was no hazardous<br />
waste placed in either landfill, there is one area reported<br />
to have received containers of a lead compound<br />
east of the landfill, and 2 areas with known asbestos<br />
waste near the Sanitary Landfill.<br />
The Draft RFI report states that the primary concerns<br />
at SF<strong>AAP</strong>-018 and 019 are the constituents<br />
detected in groundwater(sulfide;cis-1,3-<br />
dichloropropane,ammonia nitrogen) and dioxins/furans<br />
in the shallow soil. Institutional controls have been<br />
implemented (fencing) to control site access.<br />
PROPOSED PLAN<br />
Additional RFI activities will be performed to delineate<br />
the extent of soil contamination. LTM will be<br />
required. An IRA for GW diversion and erosion control<br />
will be implemented. Remedial action activities<br />
will include diversion of groundwater flow around the<br />
landfill and construction of a landfill cap.<br />
