3. Juridical status and decision-making bodies
The second point to consider is the type of legal entity the organisational
structure will be. Sports events have become highly complex, making it
increasingly important for them to be given a clear juridical status. Several
juridical forms are possible; the choice depends on the size of the event, the
demands of the event owner and the legislation of the country concerned.
• The form most frequently used by federations and the sports movement is the
non-profit association. This type of legal entity is appropriate for small and
medium-sized events, and it is easy to set up. Details vary according to the
country concerned. It can take the form of an association run by a board of
trustees or an association with both a management board and a supervisory
board (e.g. 2009 Alpine Skiing World Championships at Val d’Isère).
• Under French law, a public interest group (GIP) is a financially autonomous
non-profit organisation that brings together a number of public bodies
(local authorities, public institutions), or public and private bodies (e.g.,
associations) to carry out projects in the common interest.
• Other possible legal entities, such as limited companies or foundations,
are used much less frequently as they are complex and because they are
inherently long-term structures.
