2. Model the project around its technical structure
The technical structure is the backbone of the project and the foundation on
which all the other management tools are based. In the project launch phase,
it gives a physical shape to a project whose precise content is as yet unknown.
It provides a project outline and a checklist of the operations to be carried out.
3. Characterise the project through its deliverables
At the beginning of the structuring phase, the content of the project will not yet
have been defined; therefore, a classic, task-based management system cannot be
used. However, the project can be steered on the basis of a project outline
combined with project management based on deliverables (key events in the
Master Plan).
These major functions and key deliverables can be used to identify the skills
needed to successfully complete the project. The relevant personnel can then draw
up the planning sheets and choose the solutions that will enable them to deliver
the required service.
