2. Model the project around its technical structure<br />
The technical structure is the backbone of the project and the foundation on<br />
which all the other management tools are based. In the project launch phase,<br />
it gives a physical shape to a project whose precise content is as yet unknown.<br />
It provides a project outline and a checklist of the operations to be carried out.<br />

3. Characterise the project through its deliverables<br />
At the beginning of the structuring phase, the content of the project will not yet<br />
have been defined; therefore, a classic, task-based management system cannot be<br />
used. However, the project can be steered on the basis of a project outline<br />
combined with project management based on deliverables (key events in the<br />
Master Plan).<br />
These major <strong>functions</strong> and key deliverables can be used to identify the skills<br />
needed to successfully complete the project. The relevant personnel can then draw<br />
up the planning sheets and choose the solutions that will enable them to deliver<br />
the required service.<br />
