Foreword<br />

<strong>Corruption</strong> seriously distorts efforts made to respect, protect and fulfil human<br />

rights, whe<strong>the</strong>r civil and political or economic, social and cultural rights. Yet<br />

when both human rights and anti-corruption work hand-<strong>in</strong>-hand for an <strong>in</strong>tegrated<br />

agenda, <strong>the</strong>n <strong>the</strong> achievements of both movements to tackle human rights<br />

violations and pervasive corruption will be streng<strong>the</strong>ned. This new, pioneer<strong>in</strong>g<br />

report by <strong>the</strong> International Council on <strong>Human</strong> <strong>Rights</strong> Policy (<strong>ICHRP</strong>) br<strong>in</strong>gs us<br />

closer to that vision by identify<strong>in</strong>g <strong>the</strong> abuse of power and <strong>the</strong> exercise of arbitrary<br />

discrim<strong>in</strong>ation as common factors at <strong>the</strong> heart of <strong>the</strong> struggle for social justice.<br />

Achiev<strong>in</strong>g a seamless <strong>in</strong>tegrated agenda between both movements will be<br />

shaped by <strong>the</strong> shared pr<strong>in</strong>ciples of participation, transparency and accountability,<br />

as well as <strong>the</strong> recognition of <strong>the</strong> pivotal role of <strong>the</strong> right to <strong>in</strong>formation. <strong>The</strong>se are<br />

areas where anti-corruption activists have been active: monitor<strong>in</strong>g budgets <strong>in</strong><br />

areas such as education, health and aid, promot<strong>in</strong>g participation of society <strong>in</strong><br />

local and national policy-mak<strong>in</strong>g and campaign<strong>in</strong>g to have access to <strong>in</strong>formation<br />

laws (and monitor<strong>in</strong>g <strong>the</strong>m where <strong>the</strong>y already exist).<br />

Address<strong>in</strong>g corruption can act as a catalyst to <strong>the</strong> realisation of rights, such<br />

as by ensur<strong>in</strong>g access to education, health and water. New Transparency<br />

International (TI) research on <strong>the</strong> Millennium Development Goals (MDGs) across<br />

50 countries shows <strong>the</strong>re is a clear, positive correlation between <strong>in</strong>creased<br />

corruption and <strong>the</strong> reduced quality and quantity of education <strong>in</strong> a country.<br />

Damag<strong>in</strong>g effects on healthcare provision have also been documented. TI’s<br />

f<strong>in</strong>d<strong>in</strong>gs reflect <strong>the</strong> sad reality faced by countless numbers of people deprived<br />

of <strong>the</strong>ir right to education and health when valuable resources are misspent or<br />

embezzled by <strong>the</strong> few or when bribery becomes <strong>the</strong> collateral for access<strong>in</strong>g<br />

basic services.<br />

<strong>Integrat<strong>in</strong>g</strong> a human rights dimension <strong>in</strong>to anti-corruption advocacy efforts can<br />

only streng<strong>the</strong>n <strong>in</strong>itiatives that target <strong>in</strong>creas<strong>in</strong>g access to and <strong>the</strong> quality of<br />

education, health and water provision <strong>in</strong> a country, among o<strong>the</strong>r public services.<br />

An area where both movements have found jo<strong>in</strong>t agendas is <strong>in</strong> <strong>the</strong> protection<br />

of human rights defenders do<strong>in</strong>g anti-corruption work. <strong>The</strong>se <strong>in</strong>dividuals are<br />

<strong>in</strong>creas<strong>in</strong>gly under pressure, under threat and under attack on all cont<strong>in</strong>ents.<br />

This is a worry<strong>in</strong>g trend where civil society space is severely limited or elim<strong>in</strong>ated<br />

<strong>in</strong> several countries. Co-operation and jo<strong>in</strong>t work between anti-corruption and<br />

human rights organisations have proven essential and beneficial to activists<br />

need<strong>in</strong>g support.<br />

S<strong>in</strong>ce <strong>the</strong> publication of <strong>the</strong> last <strong>ICHRP</strong> report on <strong>the</strong> l<strong>in</strong>kages between corruption<br />

and human rights, a decisive shift has taken place <strong>in</strong> global anti-corruption<br />

work. In November 2009, governments adopted a mechanism to monitor<br />

progress <strong>in</strong> implement<strong>in</strong>g <strong>the</strong> UN Convention aga<strong>in</strong>st <strong>Corruption</strong> (UNCAC) and<br />

<strong>Integrat<strong>in</strong>g</strong> <strong>Human</strong> <strong>Rights</strong> <strong>in</strong> <strong>the</strong> <strong>Anti</strong>-<strong>Corruption</strong> <strong>Agenda</strong>: Challenges, Possibilities and Opportunities iii
