Given <strong>the</strong> limits of horizontal accountability, donors, anti-corruption<br />
advocates and o<strong>the</strong>r relevant actors should promote and support social<br />
accountability strategies. In this, <strong>the</strong>y should acknowledge <strong>the</strong> potential<br />
of formal and <strong>in</strong>formal, co-operative and adversarial approaches.<br />
<strong>Anti</strong>-corruption advocates should explore “bottom-up” accountability<br />
mechanisms, <strong>in</strong>clud<strong>in</strong>g human rights monitor<strong>in</strong>g and efforts to l<strong>in</strong>k<br />
corruption with human rights violations. Such <strong>in</strong>itiatives can mobilise a<br />
broader spectrum of people and put those directly affected by human<br />
rights violations <strong>in</strong> a leadership role.<br />
Donors and anti-corruption advocates should <strong>in</strong>volve disadvantaged<br />
groups <strong>in</strong> vertical accountability strategies with <strong>the</strong> aim of empower<strong>in</strong>g<br />
<strong>the</strong>m to claim resources and rights to which <strong>the</strong>y are entitled.<br />
Beyond formal l<strong>in</strong>es of accountability, public officials, development<br />
agencies and anti-corruption advocates should focus on powerholders’<br />
accountability <strong>in</strong> relation to <strong>the</strong> content of public policy.<br />
Evaluation should take account of norms of social justice and <strong>the</strong><br />
fulfilment of rights.<br />
<strong>Anti</strong>-corruption activists can benefit from us<strong>in</strong>g <strong>the</strong> different national,<br />
regional and <strong>in</strong>ternational accountability mechanisms that exist to<br />
monitor and enforce compliance with human rights. Strategic litigation<br />
is one approach <strong>in</strong> this context.<br />
