Box 1. <strong>The</strong> Birth of a Diverse <strong>Anti</strong>-<strong>Corruption</strong> Movement<br />

Several factors <strong>in</strong>fluenced <strong>the</strong> emergence of an anti-corruption movement dur<strong>in</strong>g <strong>the</strong><br />

1990s. Changes <strong>in</strong> geopolitical conditions after <strong>the</strong> cold war redirected <strong>the</strong> lend<strong>in</strong>g<br />

policies of <strong>in</strong>ternational f<strong>in</strong>ancial <strong>in</strong>stitutions, American companies pressed for global<br />

action on corruption follow<strong>in</strong>g adoption of <strong>the</strong> US Foreign Corrupt Practices Act and<br />

lead<strong>in</strong>g <strong>in</strong>ternational aid organisations turned <strong>the</strong>ir attention to <strong>in</strong>stitutional governance<br />

and <strong>in</strong>tegrated anti-corruption programmes <strong>in</strong> <strong>the</strong>ir new “good governance” agendas.<br />

Today, <strong>the</strong> <strong>in</strong>ternational anti-corruption movement <strong>in</strong>cludes <strong>the</strong> UN and o<strong>the</strong>r multilateral<br />

agencies, bilateral development agencies, <strong>in</strong>dependent foundations, NGOs, private<br />

sector associations, th<strong>in</strong>k tanks and academic <strong>in</strong>stitutions. Official and non-governmental<br />

anti-corruption organisations have also appeared <strong>in</strong> many countries – rang<strong>in</strong>g from<br />

<strong>the</strong> Independent Commission Aga<strong>in</strong>st <strong>Corruption</strong> <strong>in</strong> Hong Kong (a precursor of many<br />

newer <strong>in</strong>stitutions) and <strong>the</strong> National <strong>Anti</strong>-<strong>Corruption</strong> Council <strong>in</strong> Honduras to Yemeni<br />

Journalists Aga<strong>in</strong>st <strong>Corruption</strong> and <strong>the</strong> Ocasa Youth aga<strong>in</strong>st <strong>Corruption</strong> organisation <strong>in</strong><br />

Colombia, among hundreds of o<strong>the</strong>rs. In civil society, Transparency International (TI)<br />

is one of <strong>the</strong> most <strong>in</strong>fluential global anti-corruption actors. Founded <strong>in</strong> 1993 by former<br />

executives of <strong>the</strong> World Bank and prom<strong>in</strong>ent figures from across <strong>the</strong> political spectrum,<br />

TI raises awareness of <strong>the</strong> social, economic, political and environmental harm that<br />

corruption causes and looks beyond state <strong>in</strong>stitutions for <strong>the</strong> ma<strong>in</strong> causes and solutions<br />

of <strong>the</strong> problem. TI promotes an <strong>in</strong>ternational framework aga<strong>in</strong>st corruption while its<br />

national chapter network <strong>in</strong> more than 90 countries engages <strong>in</strong> bottom-up action<br />

susta<strong>in</strong>ed by wide-rang<strong>in</strong>g coalitions that <strong>in</strong>clude governments, <strong>the</strong> private sector and<br />

civil society. S<strong>in</strong>ce TI was formed, a number of major NGOs have emerged dedicated<br />

to fight<strong>in</strong>g corruption. Global Integrity, for example, which has experts based <strong>in</strong> more<br />

than 92 countries, provides <strong>in</strong>formation on corruption and governance trends at<br />

country level; Global Witness <strong>in</strong>vestigates and campaigns to prevent natural resourcerelated<br />

conflict and corruption; and Oxfam America campaigns to persuade oil, gas,<br />

and m<strong>in</strong><strong>in</strong>g companies to operate transparently and respect <strong>the</strong> rights of communities<br />

who live <strong>in</strong> resource-rich areas.<br />

This self-def<strong>in</strong>ed anti-corruption movement employs many different concepts and<br />

approaches. Some organisations address <strong>the</strong> issue from a technical perspective;<br />

o<strong>the</strong>rs look at underly<strong>in</strong>g power relations or systematically <strong>in</strong>corporate vulnerability<br />

and discrim<strong>in</strong>ation <strong>in</strong>to <strong>the</strong>ir strategies.<br />
