Notwithstand<strong>in</strong>g <strong>the</strong>se po<strong>in</strong>ts, it should be stressed that formal requirements<br />
are not sufficient. Tak<strong>in</strong>g <strong>in</strong>to account <strong>the</strong> pr<strong>in</strong>ciples of equality and nondiscrim<strong>in</strong>ation<br />
implies that all measures should be taken to ensure that groups<br />
who are exposed to particular risks (of exclusion, discrim<strong>in</strong>ation or o<strong>the</strong>r forms<br />
of oppression) are <strong>in</strong>cluded. Table 1 provides some <strong>in</strong>dicators for <strong>in</strong>clusion.<br />

<strong>in</strong>formation about <strong>the</strong> decision and <strong>the</strong> participatory<br />
process. This <strong>in</strong>formation must be:<br />
relevant (<strong>in</strong>clude <strong>the</strong> key issues for discussion and<br />
avoid unnecessary, trivial or secondary data);<br />
up-to-date;<br />
understandable (avoid jargon and specialist<br />
language).<br />

Authorities must take positive steps to assist groups<br />
and <strong>the</strong> public to overcome economic, l<strong>in</strong>guistic,<br />
cultural, educational or geographical obstacles that<br />
would prevent or <strong>in</strong>hibit <strong>the</strong>ir full participation.<br />
Depth of Participation<br />
Depth of participation is measured <strong>in</strong> terms of <strong>the</strong> <strong>in</strong>fluence that <strong>in</strong>terested<br />
parties can exert on decisions and <strong>the</strong> allocation of public resources. Superficial<br />
participation processes will aim merely to ga<strong>the</strong>r or exchange <strong>in</strong>formation,<br />
<strong>in</strong> order to assess op<strong>in</strong>ion, identify <strong>in</strong>terests and possibly take advantage of<br />
local expertise. <strong>The</strong>y do not necessarily require decision-makers to respond to<br />
demands made or to respect majority op<strong>in</strong>ion. At <strong>the</strong> o<strong>the</strong>r end of <strong>the</strong> spectrum<br />
are processes that allow participants to directly control <strong>the</strong> outcomes or<br />
decisions <strong>in</strong> question.<br />
