Criteria for evaluat<strong>in</strong>g <strong>the</strong> depth of participatory processes would <strong>in</strong>clude:<br />

Participants must know why <strong>the</strong>y are asked to participate and how <strong>the</strong>ir<br />

op<strong>in</strong>ions will be used and should clearly understand <strong>the</strong>ir <strong>in</strong>fluence (if any)<br />

on <strong>the</strong> f<strong>in</strong>al outcome.<br />

<strong>The</strong> decision-mak<strong>in</strong>g body must take due account of <strong>the</strong> op<strong>in</strong>ions voiced<br />

and <strong>the</strong> outcomes of <strong>the</strong> process.<br />

<strong>The</strong> decision-mak<strong>in</strong>g body should promptly notify participants and <strong>the</strong><br />

public of its decision. Both <strong>the</strong> text of <strong>the</strong> decision and <strong>the</strong> justifications for<br />

it must be made publicly accessible.<br />

Any approach to genu<strong>in</strong>e participation must adequately address issues of<br />

power and control of <strong>in</strong>formation.<br />

Although Table 2 is a simplified abstraction, it helps illustrate that <strong>the</strong>re are<br />

significant gradations of citizen participation.<br />
