Each of <strong>the</strong>se cases comb<strong>in</strong>es formal and <strong>in</strong>formal, collaborative and<br />
confrontational strategies applied <strong>in</strong> unstable social and political environments.<br />
It is important to note that such campaigns usually <strong>in</strong>volve cycles of conflict and<br />
negotiation because this shows that social accountability <strong>in</strong>itiatives recognise<br />
<strong>the</strong> role of <strong>in</strong>stitutional channels, even if <strong>the</strong>y tend to th<strong>in</strong>k of <strong>the</strong>mselves as<br />
“outside” such channels.<br />
<strong>The</strong> three cases exam<strong>in</strong>ed are associated with <strong>the</strong> struggle by marg<strong>in</strong>alised<br />
groups to ga<strong>in</strong> access to essential resources and <strong>the</strong> public services <strong>the</strong>y need<br />
to ensure <strong>the</strong>ir right to an adequate standard of liv<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g food, hous<strong>in</strong>g,<br />
water and sanitation. <strong>The</strong>se resources are managed by states and <strong>in</strong>creas<strong>in</strong>gly<br />
by private companies as well.<br />
Accountability, <strong>Human</strong> <strong>Rights</strong> and Access to Resources<br />
<strong>Corruption</strong> impacts <strong>the</strong> lives of vulnerable and disadvantaged people, and<br />
underm<strong>in</strong>es <strong>the</strong>ir human rights, by distort<strong>in</strong>g <strong>the</strong> rules (i.e., those regard<strong>in</strong>g<br />
allocation, <strong>in</strong>clusion and accountability) that regulate access to distribution of<br />
public resources <strong>in</strong> favour of corrupt <strong>in</strong>terests (see Figure 1). Rules of allocation<br />
def<strong>in</strong>e <strong>the</strong> criteria for distribut<strong>in</strong>g public resources. Rules of <strong>in</strong>clusion def<strong>in</strong>e who<br />
participates (how and when and <strong>in</strong> what processes). Rules of accountability<br />
determ<strong>in</strong>e <strong>the</strong> responsibilities of each actor <strong>in</strong>volved and mechanisms for<br />
enforc<strong>in</strong>g victims’ rights. <strong>Corruption</strong> subverts all three, and <strong>the</strong> more this subversion<br />
dim<strong>in</strong>ishes <strong>the</strong>se rules, <strong>the</strong> less space <strong>the</strong>re is for human rights. Conversely, <strong>the</strong><br />
more support that human rights pr<strong>in</strong>ciples provide between resource-distribut<strong>in</strong>g<br />
entities and <strong>the</strong> public resources <strong>the</strong>y distribute, <strong>the</strong> more space <strong>the</strong>re is for <strong>the</strong><br />
streng<strong>the</strong>n<strong>in</strong>g of <strong>the</strong> rules of allocation, <strong>in</strong>clusion and accountability.<br />
