Civil society activists and donors should seek to dim<strong>in</strong>ish <strong>the</strong> corrupt<br />
<strong>in</strong>fluence of private money on elections and exam<strong>in</strong>e <strong>the</strong> merits<br />
of prohibit<strong>in</strong>g corporate fund<strong>in</strong>g, establish<strong>in</strong>g caps on <strong>in</strong>dividual<br />
contributions and expand<strong>in</strong>g public electoral subsidies. Here, aga<strong>in</strong>,<br />
us<strong>in</strong>g a human rights discourse may assist <strong>in</strong> build<strong>in</strong>g political support.<br />
Policy-makers and o<strong>the</strong>r anti-corruption actors should establish<br />
horizontal and social accountability mechanisms that identify and act<br />
to prevent vote-buy<strong>in</strong>g practices.<br />

<strong>Anti</strong>-corruption activists should draw on human rights experience and<br />

sanitation and accountability mechanisms and state duties. <strong>The</strong> human<br />
rights legal framework provides tools for enforc<strong>in</strong>g social, economic<br />
and cultural rights and prevent<strong>in</strong>g corruption.<br />
Use of human rights standards with regard to service provision<br />
(availability, accessibility, acceptability, adaptability) can sharpen<br />
analysis of corruption and assist officials and anti-corruption<br />
professionals to establish essential services that meet public need,<br />
free of corruption.<br />
A focus on entitlements will draw <strong>the</strong> attention of anti-corruption<br />
programmes to accountability mechanisms, <strong>in</strong>clud<strong>in</strong>g effective<br />
