The Lower Churchill <strong>and</strong> <strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong>’s other renewable energy<br />

assets provide a unique investment opportunity for Canada. Our electricity<br />

resources are significant enough to fulfill the needs <strong>of</strong> our province <strong>and</strong> provide a<br />

competitive, long-term, clean, reliable source <strong>of</strong> electricity at a reasonable price to<br />

the rest <strong>of</strong> the country <strong>and</strong> parts <strong>of</strong> the United States. In any event, <strong>Newfoundl<strong>and</strong></strong><br />

<strong>and</strong> <strong>Labrador</strong> will choose destination markets <strong>and</strong> make infrastructure choices<br />

based on the best option, or combination <strong>of</strong> options, for this province.<br />

We recognize that developing long-distance inter-jurisdictional transmission is<br />

a complex process that must address many factors <strong>and</strong> mitigate numerous<br />

risks. Nevertheless, NLH is well-advanced in this process with respect to<br />

Lower Churchill <strong>and</strong> on schedule to present the Provincial <strong>Government</strong> with the<br />

opportunity to sanction the project in 2009.<br />

Our export focus will be on achieving direct access to both long <strong>and</strong> shorter-term<br />

customers in a number <strong>of</strong> markets, including Ontario, New Brunswick, Quebec,<br />

Nova Scotia, P.E.I., New Engl<strong>and</strong> <strong>and</strong> New York. Achieving direct access is<br />

necessary to ensure we:<br />

a. Secure a fair share <strong>of</strong> the economic upside potential <strong>of</strong> developments<br />

over the long term.<br />

b. Position ourselves properly for realizing the long term value <strong>of</strong> the<br />

Upper Churchill development.<br />

Two export routes are being investigated <strong>and</strong> pursued:<br />

1. An overl<strong>and</strong> route through the Province <strong>of</strong> Quebec, using Hydro-<br />

Quebec’s Open Access Transmission Tariff (OATT) process into New<br />

Brunswick, Ontario, Quebec, Nova Scotia, New Engl<strong>and</strong> <strong>and</strong> New<br />

York.<br />

2. A subsea route from the Isl<strong>and</strong> into the Maritimes or Northeast<br />

United States, building on the transmission link from <strong>Labrador</strong> to<br />

the Isl<strong>and</strong>. This type <strong>of</strong> link would be similar in nature to subsea<br />

links currently in existence around the world. For example, the<br />

NorNed link between Norway <strong>and</strong> the Netherl<strong>and</strong>s is a 700 MW<br />

capacity line stretching 580 km subsea, as compared to an 800<br />

MW line between <strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> <strong>and</strong> New Brunswick,<br />

a distance <strong>of</strong> 425 km.<br />
