Northern Strategic <strong>Plan</strong> for <strong>Labrador</strong><br />

Through the Department <strong>of</strong> <strong>Labrador</strong> <strong>and</strong> Aboriginal Affairs’ (LAA) work on<br />

the Northern Governance Models, it was determined that other provinces in<br />

Canada have developed Northern Strategic <strong>Plan</strong>s to address priorities <strong>and</strong><br />

issues relevant to the North, particularly as they relate to social <strong>and</strong> economic<br />

development. These plans emphasize the importance <strong>of</strong> coordination <strong>and</strong><br />

advocacy for northern departments <strong>and</strong> the necessity for dedicated programs<br />

<strong>and</strong> services that demonstrate the Provincial <strong>Government</strong>’s commitment to<br />

support northern issues. The success <strong>of</strong> these plans reflects clearly–defined<br />

m<strong>and</strong>ates that emphasize the progression <strong>of</strong> northern issues <strong>and</strong> Provincial<br />

<strong>Government</strong> structures that provide a focused approach to service delivery in<br />

the region.<br />

In the 2005 Speech from the Throne, the <strong>Government</strong> <strong>of</strong> <strong>Newfoundl<strong>and</strong></strong> <strong>and</strong><br />

<strong>Labrador</strong> committed to securing a brighter future for <strong>Labrador</strong> <strong>and</strong> m<strong>and</strong>ated<br />

LAA to develop a Northern Strategic <strong>Plan</strong> (NSP).<br />

The NSP was launched on April 20, 2007 <strong>and</strong> proposes 145 actions divided<br />

among eight underlying themes including Transportation; Natural Resources <strong>and</strong><br />

Environment; Tourism <strong>and</strong> Cultural Development; Education <strong>and</strong> Employment;<br />

Health; Access to Programming <strong>and</strong> Services; Aboriginal Partnerships; <strong>and</strong><br />

Working Together. The Province will invest more than $250 million in existing<br />

<strong>and</strong> new <strong>Labrador</strong> initiatives over five years to support the goals outlined in<br />

the plan.<br />

There are a number <strong>of</strong> initiatives outlined in the NSP that complement <strong>and</strong><br />

enhance this <strong>Energy</strong> <strong>Plan</strong>. These include:<br />

Education <strong>and</strong> Employment<br />

• Establish two Resource Facilitators at College <strong>of</strong> the North Atlantic in<br />

<strong>Labrador</strong> to assist persons with disabilities<br />

• Build on recommendations <strong>of</strong> the Philpott Report by working with Indian<br />

<strong>and</strong> Northern Affairs Canada <strong>and</strong> the <strong>Labrador</strong> Innu on an implementation<br />

plan<br />

• $50,000 over two years to continue the <strong>Labrador</strong>: Come Work <strong>and</strong> Play<br />

awareness campaign for recruiting purposes<br />

• $750,000 to work with partners, Aboriginal governments <strong>and</strong><br />

organizations to enhance K–12 initiatives to prepare Aboriginal young<br />

people in <strong>Labrador</strong> for post–secondary education<br />
