<strong>Plan</strong>ning <strong>and</strong> Coordination<br />

The <strong>Government</strong> <strong>of</strong><br />

<strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> will:<br />

• Establish an <strong>Energy</strong><br />

Conservation <strong>and</strong> Efficiency<br />

Partnership (ECEP) to develop<br />

a coordinated <strong>and</strong> prioritized,<br />

five-year <strong>Energy</strong> Conservation<br />

<strong>and</strong> Efficiency <strong>Plan</strong> by March<br />

2008.<br />

• Provide an initial investment<br />

<strong>of</strong> $5 million to the ECEP to<br />

coordinate <strong>and</strong> assist with<br />

energy conservation <strong>and</strong><br />

efficiency initiatives.<br />

Improved energy efficiency <strong>and</strong> conservation deserves effort on the part <strong>of</strong> all<br />

people, businesses <strong>and</strong> institutions in the province. The Provincial <strong>Government</strong><br />

will continue to promote <strong>and</strong> facilitate energy efficiency <strong>and</strong> conservation<br />

programs to encourage energy consumers to make the effort <strong>and</strong> investments<br />

required.<br />

<strong>Plan</strong>ning <strong>and</strong> Coordination<br />

As part <strong>of</strong> our energy conservation <strong>and</strong> efficiency strategy, the Provincial<br />

<strong>Government</strong> will establish the <strong>Energy</strong> Conservation <strong>and</strong> Efficiency Partnership<br />

(ECEP) with an initial investment <strong>of</strong> $5 million to coordinate <strong>and</strong> assist with<br />

energy conservation <strong>and</strong> efficiency initiatives <strong>and</strong> will put renewed emphasis<br />

on the actions in our provincial Climate Change Action <strong>Plan</strong>. The ECEP will be<br />

chaired by the Department <strong>of</strong> Natural Resources <strong>and</strong> will include the Department<br />

<strong>of</strong> Environment <strong>and</strong> Conservation, other Provincial <strong>Government</strong> departments<br />

<strong>and</strong> agencies <strong>and</strong> the <strong>Energy</strong> Corporation. <strong>Newfoundl<strong>and</strong></strong> Power, other private<br />

sector participants, <strong>and</strong> non-governmental organizations will be invited to join<br />

the Partnership.<br />

The ECEP will investigate <strong>and</strong> develop collaborative approaches, share best<br />

practices <strong>and</strong> coordinate the measurement <strong>and</strong> evaluation <strong>of</strong> various efficiency<br />

<strong>and</strong> conservation initiatives. The first major task <strong>of</strong> ECEP will be to develop, by<br />

March 2008, a detailed plan for energy conservation <strong>and</strong> efficiency programs,<br />

including priorities <strong>and</strong> targets. This plan will include consideration <strong>of</strong> whether<br />

energy conservation/efficiency programs, <strong>and</strong> potentially other climate change<br />

programs, would be best delivered by a dedicated agency, as is the case in a<br />

number <strong>of</strong> other Canadian jurisdictions.<br />

NLH <strong>and</strong> <strong>Newfoundl<strong>and</strong></strong> Power have jointly commissioned a study to examine the<br />

conservation <strong>and</strong> dem<strong>and</strong> management potential within the electricity market.<br />

In addition, the ECEP will also ensure a focus on conservation measures for<br />

oil heating <strong>and</strong> transportation <strong>and</strong> recommend appropriate actions in these<br />

areas.<br />

The Provincial <strong>Government</strong>, through the Department <strong>of</strong> Natural Resources, will<br />

also continue to work with regional <strong>and</strong> national counterparts to investigate<br />

<strong>and</strong> develop collaborative approaches, share best practices <strong>and</strong> coordinate the<br />

measurement <strong>and</strong> evaluation <strong>of</strong> efficiency <strong>and</strong> conservation initiatives.<br />
