ACTIONS<br />
Efficiency <strong>and</strong> Conservation<br />
Programs<br />
The <strong>Government</strong> <strong>of</strong><br />
<strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> will:<br />
• Allocate $500,000 to provide<br />
grants <strong>of</strong> up to $250 to<br />
homeowners for pre <strong>and</strong> post<br />
retr<strong>of</strong>it residential energy<br />
audits.<br />
• Allocate $6.9 million over 3<br />
years to the <strong>Newfoundl<strong>and</strong></strong><br />
<strong>and</strong> <strong>Labrador</strong> Housing<br />
Corporation to fund an energy<br />
efficiency <strong>and</strong> conservation<br />
program for low-income<br />
homeowners.<br />
• Lead by example in energy<br />
efficiency <strong>and</strong> conservation<br />
by:<br />
• Adopting policy that 25 per<br />
cent <strong>of</strong> all new Provincial<br />
<strong>Government</strong> car <strong>and</strong> SUV<br />
purchases during 2008-<br />
2011 period will be energy<br />
efficient vehicles.<br />

Industrial<br />
In 2005, industrial customers consumed about 30 per cent <strong>of</strong> total end-use<br />
energy used in the province, much <strong>of</strong> it electricity. The ECEP will investigate new<br />
ways to encourage these customers to reduce their total power use. In the short<br />
term, this would reduce emissions from Holyrood but with the development <strong>of</strong><br />
Lower Churchill <strong>and</strong> a transmission link between <strong>Labrador</strong> <strong>and</strong> the Isl<strong>and</strong>, this<br />
would allow more electricity for economic development in <strong>Newfoundl<strong>and</strong></strong> <strong>and</strong><br />
<strong>Labrador</strong> <strong>and</strong> for export. In assisting industrial energy users, work is required<br />
to examine new energy–efficient technologies, it is also necessary to assist<br />
with energy auditing <strong>and</strong> to introduce innovation through Provincial <strong>Government</strong><br />
partnership with companies to determine how best to manage their specific<br />
energy consumption.<br />
Commercial <strong>and</strong> Institutional<br />
Many institutional users face challenges in providing services to the public in<br />
the face <strong>of</strong> rising costs <strong>of</strong> energy. To respond to their issues <strong>and</strong> to those <strong>of</strong><br />
small <strong>and</strong> medium-size businesses, the Provincial <strong>Government</strong> will explore the<br />
viability <strong>of</strong> different tools to increase energy efficiency <strong>and</strong> educate users about<br />
conservation methods.<br />
Residential<br />
For residential consumers, we will focus on reducing total energy consumption.<br />
As we develop a detailed plan for energy efficiency <strong>and</strong> conservation, we<br />
will consider a variety <strong>of</strong> mechanisms, such as retr<strong>of</strong>it rebates, new heating<br />
technologies, basic home weatherization, programs to switch to more energyefficient<br />
lights <strong>and</strong> net metering. More information on net metering is found<br />
under Other Generation Technologies in Section 4 – Electricity. The Provincial<br />
<strong>Government</strong> will also implement a variety <strong>of</strong> public education <strong>and</strong> awareness<br />
initiatives.<br />
As part <strong>of</strong> this <strong>Energy</strong> <strong>Plan</strong>, the Provincial <strong>Government</strong> will support residential<br />
pre– <strong>and</strong> post–retr<strong>of</strong>it energy audits for <strong>Newfoundl<strong>and</strong></strong>ers <strong>and</strong> <strong>Labrador</strong>ians<br />
with an initial investment <strong>of</strong> $500,000 towards the program in this fiscal year.<br />
In addition, the Provincial <strong>Government</strong> will provide significant funding to the<br />
<strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> Housing Corporation for energy audits <strong>and</strong> retr<strong>of</strong>its<br />
in low-income households <strong>and</strong> continue to support the Provincial Home Repair<br />
Program.<br />
