Provincial Climate Change Action <strong>Plan</strong><br />

The provincial Climate Change Action <strong>Plan</strong> (CCAP) was released by the Provincial<br />

<strong>Government</strong> in June 2005. The CCAP acknowledges the inextricable link between<br />

the production <strong>and</strong> use <strong>of</strong> energy <strong>and</strong> the emissions <strong>of</strong> greenhouse gases.<br />

The impacts can be both positive <strong>and</strong> negative, for example, the use <strong>of</strong> fossil<br />

fuels as an energy source will lead to the emission <strong>of</strong> greenhouse gases,<br />

while improvements in energy efficiency <strong>and</strong> the use <strong>of</strong> clean energy, such as<br />

hydroelectricity, will lead to reductions in GHG emissions.<br />

Our Climate Change Action <strong>Plan</strong> contains 40 action items <strong>of</strong> which 12 relate<br />

directly to energy use <strong>and</strong> to the <strong>Energy</strong> <strong>Plan</strong>. In fact, Action 38 is a commitment<br />

by the Provincial <strong>Government</strong> to implement an energy plan. Specific linkages<br />

include:<br />

As per commitments under the New Engl<strong>and</strong> Governors/Eastern<br />

Canadian Premiers (NEG/ECP) Climate Change action <strong>Plan</strong>, the<br />

Provincial <strong>Government</strong> will dedicate resources to compile data on<br />

energy consumption, vehicle use <strong>and</strong> emissions from government<br />

operations.<br />

This action is currently been initiated on a regional basis.<br />

The Provincial <strong>Government</strong> will develop a House–in–Order Strategy<br />

which will include elements <strong>of</strong> the commitments under the NEG/<br />

ECP, in particular fleet management <strong>and</strong> purchase <strong>of</strong> low emissions<br />

<strong>of</strong>fice equipment.<br />

A “greening <strong>of</strong> government” strategy is now being developed.<br />

St<strong>and</strong>ards for Provincial <strong>Government</strong> vehicles are also addressed<br />

under the <strong>Energy</strong> <strong>Plan</strong>.<br />

Action 6:<br />

The Provincial <strong>Government</strong> will establish an energy use<br />

reduction target for provincial buildings <strong>and</strong> work towards its<br />

implementation.<br />

As noted in the <strong>Energy</strong> <strong>Plan</strong>, the Provincial <strong>Government</strong> will adopt,<br />

where appropriate, LEED st<strong>and</strong>ards for new buildings. A strategy<br />

for existing buildings will be developed.<br />

The Provincial <strong>Government</strong> will examine the possibility <strong>of</strong> “bundling”<br />

remaining public buildings to take advantage <strong>of</strong> economies <strong>of</strong><br />

scale in retr<strong>of</strong>itting smaller facilities that otherwise would not be<br />

economical to retr<strong>of</strong>it.<br />

The Provincial <strong>Government</strong> will develop an information campaign<br />

aimed at motorists to make them aware <strong>of</strong> linkages between<br />

climate change <strong>and</strong> automobile usage.<br />
