In the immediate term, <strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> is committed to achieving a<br />

significant reduction in its GHG emissions <strong>and</strong> will pursue the targets established<br />

through the NEG-ECP on a provincial basis. While we will not be able to achieve<br />

the short-term target <strong>of</strong> a reduction to 1990 emission levels by 2010, the<br />

development <strong>of</strong> the Lower Churchill hydro project will contribute to our goal <strong>of</strong><br />

reducing emissions to 10 per cent below 1990 levels by 2020 <strong>and</strong> could, given<br />

the supply <strong>of</strong> clean energy, also contribute to reductions in other jurisdictions.<br />

As referenced earlier, <strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong>’s 2005 Climate Change<br />

Action <strong>Plan</strong> outlined numerous actions aimed at reducing GHG emissions in the<br />

province. The Provincial <strong>Government</strong> will provide a 2008 Update <strong>of</strong> the Climate<br />

Change Action <strong>Plan</strong>, which includes specific targets <strong>and</strong> builds upon collaborative<br />

efforts through the Council <strong>of</strong> the Federation <strong>and</strong> the NEG-ECP.<br />

In order to assess our progress in reducing GHG emissions it is crucial to have<br />

the ability to accurately measure emission levels. The Climate Registry is a<br />

multi-state <strong>and</strong> province collaboration aimed at developing <strong>and</strong> managing a<br />

common GHG reporting system to provide an accurate, complete, consistent,<br />

<strong>and</strong> verified set <strong>of</strong> data from reporting entities. As a member <strong>of</strong> the Council <strong>of</strong><br />

the Federation, <strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> will join the Climate Registry.<br />

The <strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> Centre <strong>of</strong> Excellence for Environmental Science,<br />

Research <strong>and</strong> Technology (CEE), located in Corner Brook, carries out long-term<br />

work on activities related to sustainable forestry, freshwater ecology, terrestrial<br />

ecosystems <strong>and</strong> other elements <strong>of</strong> the environmental sector. To further address<br />

the GHG reduction goals outlined in this <strong>Energy</strong> <strong>Plan</strong>, the Provincial <strong>Government</strong>,<br />

through the new <strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> Research <strong>and</strong> Development Council,<br />

will task the CEE <strong>and</strong> its partner post-secondary institutions to give appropriate<br />

consideration in this area. More information on the Research <strong>and</strong> Development<br />

Council can be found under <strong>Energy</strong> Innovation in Section 6 – <strong>Energy</strong> <strong>and</strong> the<br />

Economy.<br />

The Provincial <strong>Government</strong> will also continue to advance the priorities outlined in<br />

the Council <strong>of</strong> the Federation <strong>Energy</strong> Strategy, released in 2007, to accelerate the<br />

development <strong>and</strong> deployment <strong>of</strong> energy research <strong>and</strong> technologies that advance<br />

more efficient production, transmission <strong>and</strong> use <strong>of</strong> clean <strong>and</strong> conventional energy<br />

sources, including energy development in harsh climates.<br />

Air Emissions<br />

The <strong>Government</strong> <strong>of</strong><br />

<strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> will:<br />

• Continue to require that new<br />

<strong>of</strong>fshore project developers<br />

follow best practices with<br />

regard to flaring levels.<br />

• Provide funding through the<br />

<strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong><br />

Green Fund for feasibility<br />

studies on, <strong>and</strong> potential<br />

implementation <strong>of</strong>, methane<br />

capture from large existing<br />

l<strong>and</strong>fills <strong>and</strong> utilization as an<br />

energy source, for heating,<br />

electricity generation, or<br />

municipal vehicle fleet fuel.<br />

• Task the Centre <strong>of</strong> Excellence<br />

for Environmental, Science,<br />

Research <strong>and</strong> Technology<br />

(CEE) <strong>and</strong> its partner postsecondary<br />

institutions,<br />

through the <strong>Newfoundl<strong>and</strong></strong><br />

<strong>and</strong> <strong>Labrador</strong> Research <strong>and</strong><br />

Development Council, to give<br />

appropriate consideration<br />

in developing further<br />

environmental sector<br />

partnerships aimed at<br />

addressing GHG reduction<br />

goals.<br />

• Work within the Council <strong>of</strong> the<br />

Federation to accelerate the<br />

development <strong>and</strong> deployment<br />

<strong>of</strong> energy research <strong>and</strong><br />

technologies that advance<br />

more efficient production,<br />

transmission <strong>and</strong> use <strong>of</strong><br />

clean <strong>and</strong> conventional<br />

energy sources.<br />
