With the development <strong>of</strong> additional energy projects, such as the Lower Churchill,<br />

the opportunity exists to advance more industrial development activity in the<br />

province over the longer-term. These developments are likely to be either energyintensive<br />

<strong>and</strong>/or based on the other resources <strong>of</strong> the province.<br />

The Provincial <strong>Government</strong> will also ensure energy is supplied to support industrial<br />

development in the province. Providing competitively-priced energy to potential<br />

industrial customers throughout the province is consistent with our vision <strong>of</strong> a<br />

strong <strong>and</strong> prosperous <strong>Newfoundl<strong>and</strong></strong> <strong>and</strong> <strong>Labrador</strong> <strong>and</strong> is an investment in our<br />

future. However, we must ensure that these industries provide an appropriate<br />

level <strong>of</strong> value back to the people <strong>of</strong> this province.<br />

Regional Economic Development<br />

Until the past few decades, the provincial economy was based on comparatively<br />

strong resource-based industries - fishing, forestry <strong>and</strong> mining - which supported<br />

a robust rural population. While resource-based industries are still very much a<br />

part <strong>of</strong> our rural economy, we also need to focus on diversifying <strong>and</strong> innovating<br />

our economy to increase our options <strong>and</strong> opportunities. This is also necessary<br />

if we are going to encourage young, educated people to explore economic<br />

opportunities in our rural areas.<br />

In developing this <strong>Energy</strong> <strong>Plan</strong>, we have drawn on the principles <strong>of</strong> our Regional<br />

Diversification Strategy, which recognizes that economic development must<br />

emphasize regional industrial development <strong>and</strong> link industrial development to<br />

small business creation. The strategy also recognizes that innovation <strong>and</strong><br />

technology are the cornerstones for industrial development, <strong>and</strong> acknowledges<br />

the important links between social <strong>and</strong> economic planning. These principles<br />

will help to optimize the benefits from our energy projects for the people <strong>of</strong> this<br />

province.<br />

This <strong>Energy</strong> <strong>Plan</strong> is focused on ensuring that development <strong>of</strong> our energy<br />

resources benefits our rural areas as well as our urban centers. The revenues<br />

that this sector generates, the employment opportunities that are created <strong>and</strong><br />

the industries that it may attract must benefit rural areas <strong>of</strong> the province.<br />
