Peace Corps Volunteers Nelson, Fitzgerald, Cavanna, and Holihan assisted<br />

the Government of Iran within the stricken areas.<br />

John M. Ryan of AID, who had been on detail to the Disaster Relief office<br />

in Washington for almost two yeaPs prior to his assignment to CEIVTO, was in<br />

Tehran at the time of the disaster. When news of the earthquakes brok:e,<br />

AID/DRC immediately informed the American massy of IW. Ryan's experience<br />

and effectiveness in disaster relief, suggesting that the massy attempt to<br />

borrow his services f'rom CENT0 to work as Disaster Relief Officer. CEPE0<br />

agreed to detail him for this purpose.<br />

This fortunate circumstance resulted not only in smooth coordination of<br />

the USG response within Iran but in reducing USG costs. Mr. man was<br />

instrumental in promoting a caref'ul determination of actual needs. Consideration<br />

was given to priorities, to what was available in the country,<br />

and to what could be expected f'rom other governments and relief organizations.<br />

The requests that were sent in to AID/W were designed to meet<br />

the specific needs as worked out with the GOI. Through this procedure<br />

(which had been so effective following the 1966 earthquake in Turkey), it<br />

was determined that an additional 1,000 tents which had been requested by
