Credit Deposit Ratio<br />

3.3 As may be observed from Table 3.1, <str<strong>on</strong>g>the</str<strong>on</strong>g>re has been no steady growth in <str<strong>on</strong>g>the</str<strong>on</strong>g> Credit-Deposit Ratio (CD<br />

Ratio). It increased from 8.5% in 2001-2002 to 11.25% in 2005-06, i.e. an increase <str<strong>on</strong>g>of</str<strong>on</strong>g> 2.75% in five years,<br />

subsequently fell to 10.19% in 2006-07. If <str<strong>on</strong>g>the</str<strong>on</strong>g> C.D. ratio is worked out excluding Government deposits, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

same would be around 31%. Growth in credit has substantially lagged <str<strong>on</strong>g>the</str<strong>on</strong>g> growth in deposits in terms <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

absolute numbers. The major reas<strong>on</strong>s for low CD ratio appear to be <str<strong>on</strong>g>the</str<strong>on</strong>g> following :<br />

(i) Major porti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> deposits represents Government deposits.<br />

(ii) low credit absorpti<strong>on</strong> capacity <strong>on</strong> account <str<strong>on</strong>g>of</str<strong>on</strong>g> various locati<strong>on</strong>al and infrastructural c<strong>on</strong>straints resulting in<br />

few credit proposals coming to <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>banking</strong> system;<br />

(iii) absence <str<strong>on</strong>g>of</str<strong>on</strong>g> sufficient awareness/financial literacy am<strong>on</strong>g most <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> populati<strong>on</strong> regarding credit<br />

facilities/schemes available from <str<strong>on</strong>g>the</str<strong>on</strong>g> banks;<br />

(iv) social/religious factors inhibiting <str<strong>on</strong>g>the</str<strong>on</strong>g> populati<strong>on</strong> from availing credit facilities from banks;<br />

(v) a certain lack <str<strong>on</strong>g>of</str<strong>on</strong>g> entrepreneurship and motivati<strong>on</strong> to take up enhanced ec<strong>on</strong>omic activities, in part due to a<br />

feeling <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>tentment with 'things as <str<strong>on</strong>g>the</str<strong>on</strong>g>y are';<br />

(vi) lack <str<strong>on</strong>g>of</str<strong>on</strong>g> competiti<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>banking</strong> system since nine out <str<strong>on</strong>g>of</str<strong>on</strong>g> ten branches are with <strong>on</strong>e bank - Syndicate<br />

Bank; greater innovati<strong>on</strong>s and creativity in designing <strong>banking</strong> products and <strong>services</strong> that may be better suited<br />

to <str<strong>on</strong>g>the</str<strong>on</strong>g> needs and customs <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> islanders and marketing efforts might be higher with more competiti<strong>on</strong>;<br />

(vii) perceived delay and procedural cumbersomeness in dealing with banks for obtaining credit in <str<strong>on</strong>g>the</str<strong>on</strong>g> minds <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> people.<br />

The banks and <str<strong>on</strong>g>the</str<strong>on</strong>g> UTL administrati<strong>on</strong> have to jointly make earnest efforts <strong>on</strong> improving <str<strong>on</strong>g>the</str<strong>on</strong>g> CD Ratio<br />

through greater exploitati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> potential in <str<strong>on</strong>g>the</str<strong>on</strong>g> fishing, agriculture and tourism sectors, going up <str<strong>on</strong>g>the</str<strong>on</strong>g> value<br />

chain and improving <str<strong>on</strong>g>the</str<strong>on</strong>g> entrepreneurial technique and management skills <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> island populati<strong>on</strong>. The Expert<br />

Group <strong>on</strong> CD ratio headed by Dr. Y.S.P. Thorat had advised banks to closely m<strong>on</strong>itor <str<strong>on</strong>g>the</str<strong>on</strong>g> districts where CD<br />

ratio is less than 40 percent. It is observed that <str<strong>on</strong>g>the</str<strong>on</strong>g> performance <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> banks under lending to priority sector is<br />

marginally below <str<strong>on</strong>g>the</str<strong>on</strong>g> required level <str<strong>on</strong>g>of</str<strong>on</strong>g> 40% and <str<strong>on</strong>g>the</str<strong>on</strong>g> credit under agriculture sector is below <str<strong>on</strong>g>the</str<strong>on</strong>g> required target<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> 18%.
