40 added items are produced, viz., vinegar, jaggery, dessicated coconut powder, snowball tender coconut, ball copra, coconut milk, coconut fibre products, coconut oil extraction including virgin oil, coconut based handicrafts and converting coconut pith into usable manure and brickets. The Indian Council <strong>of</strong> Agricultural Research (ICAR) has started a Krishi Vigyan Kendra in 1998 with its Head Quarters at Kiltan. Its thrust areas are, Horticulture, Fish Product Development, Soil Conservation, Rain Water Harvesting / Conservation. Development <strong>of</strong> Horticulture – Potentials and Government Initiatives 4.7 O<strong>the</strong>r crops such as banana, papaya, sapota, guava, lime, bread fruit, sweet potato, curry leaf, betel vine, etc., are also grown ei<strong>the</strong>r in a limited scale or in demonstration plots by <strong>the</strong> Agriculture Department and KVK. Vegetables are grown in isolated pockets during monsoon and summer seasons, though <strong>the</strong>re is scope for cultivation in larger area, as intercrops in coconut gardens. As <strong>the</strong>re is no scope for fur<strong>the</strong>r expansion <strong>of</strong> land area, all <strong>the</strong>se crops are grown as intercrop under coconut. Constraints in Agriculture 4.8 Major constraints in <strong>the</strong> development <strong>of</strong> agriculture are as under : (a) There is very limited scope for irrigation in <strong>the</strong> islands on account <strong>of</strong> limited fresh water aquifers and salt water incursion. However, <strong>the</strong>re is scope for rain water harvesting and rainfed cultivation <strong>of</strong> short term crops (vegetables, medicinal plants). (b) No industry concept in <strong>the</strong> Islands. (c) Shortage <strong>of</strong> coconut tree climbers. (d) Non-fixation <strong>of</strong> support price for coconut is a long pending issue as it would benefit <strong>the</strong> farmers. (e) Coconut based industries have become defunct. (f) Absence <strong>of</strong> capacity building on value addition and project formulation/ appraisal which can be solved with <strong>the</strong> support from NABARD.
41 (g) Copra making is traditional and not possible during monsoon season. Extraction <strong>of</strong> quality oil is also not possible due to lack <strong>of</strong> infrastructure. The charcoal fed copra drier was introduced but was not very successful. (h) Cold storages are not available at both <strong>the</strong> ends (islands and main land). (i) Exorbitant cost <strong>of</strong> transport to reach <strong>the</strong> market (main land) (j) Although value addition is suggested to <strong>of</strong>fset <strong>the</strong> high cost <strong>of</strong> transport and increase pr<strong>of</strong>it to coconut farmers, lack <strong>of</strong> infrastructure acts as a deterrent. (k) Lack <strong>of</strong> facilities/know how for safe disposal <strong>of</strong> coconut pith poses a problem in <strong>the</strong> island. Government Initiatives in Development <strong>of</strong> Agriculture 4.9 As per <strong>the</strong> plan document <strong>of</strong> UTL, <strong>the</strong> mandates <strong>of</strong> <strong>the</strong> Agriculture Department are promotion <strong>of</strong> organic farming, productivity enhancement, processing and product diversification, market development and capacity building & technology upgradation. To achieve <strong>the</strong>se objectives, <strong>the</strong> Government proposed to launch schemes for coconut development, promotion <strong>of</strong> organic farming, livelihood support services, horticulture development programme, natural resources management, integrated pest management, human resource management, information technology, etc. with a total outlay <strong>of</strong> Rs.55.40 crore during <strong>the</strong> XI Five Year Plan period (2007-12).
