The Working Group met members <str<strong>on</strong>g>of</str<strong>on</strong>g> a few <str<strong>on</strong>g>group</str<strong>on</strong>g>s and interacted with <str<strong>on</strong>g>the</str<strong>on</strong>g>m. As per <str<strong>on</strong>g>the</str<strong>on</strong>g> feed back, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

main reas<strong>on</strong>s in not availing <str<strong>on</strong>g>the</str<strong>on</strong>g> bank credit are lack <str<strong>on</strong>g>of</str<strong>on</strong>g> awareness, n<strong>on</strong>-availability <str<strong>on</strong>g>of</str<strong>on</strong>g> proper training and<br />

capacity building. Availability <str<strong>on</strong>g>of</str<strong>on</strong>g> instituti<strong>on</strong>s for proper training is lacking in <str<strong>on</strong>g>the</str<strong>on</strong>g> islands. Since coc<strong>on</strong>ut and fish<br />

are <str<strong>on</strong>g>the</str<strong>on</strong>g> main two products in <str<strong>on</strong>g>the</str<strong>on</strong>g> islands, very good potential exists to give value additi<strong>on</strong> by forming a large<br />

number <str<strong>on</strong>g>of</str<strong>on</strong>g> SHGs. The Group, <str<strong>on</strong>g>the</str<strong>on</strong>g>refore, suggests that banks and <str<strong>on</strong>g>the</str<strong>on</strong>g> Government departments may take<br />

initiatives to promote more SHGs by making use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>services</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> NGOs as business facilitators and link <str<strong>on</strong>g>the</str<strong>on</strong>g>m<br />

to <str<strong>on</strong>g>the</str<strong>on</strong>g> bank for <str<strong>on</strong>g>the</str<strong>on</strong>g>ir credit requirement. UTL Administrati<strong>on</strong> has opened an Administrative Training Institute<br />

(ATI). Various training programmes <str<strong>on</strong>g>of</str<strong>on</strong>g> SHGs etc can be c<strong>on</strong>sidered through ATI.<br />

It is ga<str<strong>on</strong>g>the</str<strong>on</strong>g>red that <str<strong>on</strong>g>the</str<strong>on</strong>g>re are no m<strong>on</strong>eylenders in <str<strong>on</strong>g>the</str<strong>on</strong>g> islands.<br />

Banks and NABARD can c<strong>on</strong>tribute in <str<strong>on</strong>g>the</str<strong>on</strong>g> areas <str<strong>on</strong>g>of</str<strong>on</strong>g> capacity building by organising training programmes and<br />

setting up <str<strong>on</strong>g>of</str<strong>on</strong>g> RUDSETI model <str<strong>on</strong>g>of</str<strong>on</strong>g> training institutes for promoting self employment opportunities. The RUDSETI<br />

model can be extended to <str<strong>on</strong>g>the</str<strong>on</strong>g> islands to facilitate self-employment, to nurture self-c<strong>on</strong>fidence in <str<strong>on</strong>g>the</str<strong>on</strong>g> youth and<br />

to build capacity through better resource utilizati<strong>on</strong> and transfer <str<strong>on</strong>g>of</str<strong>on</strong>g> appropriate technology. Syndicate Bank,<br />

having larger presence in <str<strong>on</strong>g>the</str<strong>on</strong>g> islands, should take necessary initiative in this regard.<br />

Lead Bank Scheme and Priority Sector Credit<br />

3.10 Syndicate Bank is <str<strong>on</strong>g>the</str<strong>on</strong>g> lead bank in <str<strong>on</strong>g>the</str<strong>on</strong>g> UTL. However, BLBC meetings as envisaged under <str<strong>on</strong>g>the</str<strong>on</strong>g> Service<br />

Area Approach for preparing credit plans based <strong>on</strong> ground level informati<strong>on</strong> are not c<strong>on</strong>ducted and <str<strong>on</strong>g>the</str<strong>on</strong>g> Lead<br />

Bank itself prepares <str<strong>on</strong>g>the</str<strong>on</strong>g> Annual Credit Plan (ACP) setting <str<strong>on</strong>g>the</str<strong>on</strong>g> credit targets and places it in DLRC / DCC<br />

meeting for approval.<br />

As <strong>on</strong> March 31, 2007, <str<strong>on</strong>g>the</str<strong>on</strong>g> Priority Sector Advances c<strong>on</strong>stituted 38.98% <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> total advances which is<br />

below <str<strong>on</strong>g>the</str<strong>on</strong>g> mandatory norm <str<strong>on</strong>g>of</str<strong>on</strong>g> 40%. The Agri & allied activities formed 8.90% <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> total advances falling below<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> mandatory norm <str<strong>on</strong>g>of</str<strong>on</strong>g> 18%. Advances to SMEs were meagre at Rs.35.47 lakh. Advances to weaker secti<strong>on</strong>s<br />

and minority community c<strong>on</strong>stituted 88.98% and 94.23% respectively <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> total advances. As almost all <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Islanders are c<strong>on</strong>sidered as STs (95%), <str<strong>on</strong>g>the</str<strong>on</strong>g> entire advances can be classified as credit to STs. The<br />

performance <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> banks in Priority Sector lending under <str<strong>on</strong>g>the</str<strong>on</strong>g> ACP during <str<strong>on</strong>g>the</str<strong>on</strong>g> past three years was as under:
