nati<strong>on</strong>al resources from <str<strong>on</strong>g>the</str<strong>on</strong>g> EEZ <str<strong>on</strong>g>of</str<strong>on</strong>g>f <str<strong>on</strong>g>the</str<strong>on</strong>g> islands <str<strong>on</strong>g>of</str<strong>on</strong>g> UTL, without affecting <str<strong>on</strong>g>the</str<strong>on</strong>g> livelihood security <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> people <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> islands, needs to be addressed. The case <str<strong>on</strong>g>of</str<strong>on</strong>g> Yellowfin Tuna is particularly relevant in this regard. Planned<br />

exploitati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>se resources will help increasing our fish producti<strong>on</strong>, export earnings and employment. The<br />

global resurgence visible in <str<strong>on</strong>g>the</str<strong>on</strong>g> market <str<strong>on</strong>g>of</str<strong>on</strong>g> various Tuna products like Canned Tuna, Sashmi Tuna, Katsuobushi<br />

etc should be encashed for <str<strong>on</strong>g>the</str<strong>on</strong>g> benefit <str<strong>on</strong>g>of</str<strong>on</strong>g> UTL.<br />

As will be seen, <str<strong>on</strong>g>the</str<strong>on</strong>g> principal focus has to be <strong>on</strong> value-additi<strong>on</strong> so that <str<strong>on</strong>g>the</str<strong>on</strong>g> rich fisheries resources in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

islands can be exploited effectively for <str<strong>on</strong>g>the</str<strong>on</strong>g> ec<strong>on</strong>omic development <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> islands. Moving up <str<strong>on</strong>g>the</str<strong>on</strong>g> value chain<br />

would yield a c<strong>on</strong>siderable amount <str<strong>on</strong>g>of</str<strong>on</strong>g> positive employment generati<strong>on</strong> and enable <str<strong>on</strong>g>the</str<strong>on</strong>g> islanders to get much<br />

greater ec<strong>on</strong>omic return for <str<strong>on</strong>g>the</str<strong>on</strong>g> marine wealth around <str<strong>on</strong>g>the</str<strong>on</strong>g>m. A judicious mix <str<strong>on</strong>g>of</str<strong>on</strong>g> government, private sector and<br />

public sector interventi<strong>on</strong> including investment from <str<strong>on</strong>g>the</str<strong>on</strong>g> mainland would yield better return and <str<strong>on</strong>g>the</str<strong>on</strong>g> banks would<br />

also be entitled to find suitable opportunities for credit deployment, fill up <str<strong>on</strong>g>the</str<strong>on</strong>g> funding gaps and c<strong>on</strong>tribute to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

ec<strong>on</strong>omic development <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> islands to a greater extent.<br />

Suggesti<strong>on</strong>s for fisheries development<br />

5.15 (i) Drive may be launched for <str<strong>on</strong>g>the</str<strong>on</strong>g> quality upgradati<strong>on</strong> and product diversificati<strong>on</strong> for Masmin with <str<strong>on</strong>g>the</str<strong>on</strong>g> help<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> MPEDA, CIFT and if required with collaborators from abroad to develop high value Skipjack products like<br />

Katsuobushi.<br />

(ii) Initiatives may be commenced for <str<strong>on</strong>g>the</str<strong>on</strong>g> introducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Malddevian type pole & line boats with higher<br />

operati<strong>on</strong>al efficiency to achieve faster development <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Skipjack fishery.<br />

(iii) Bankers may initiate proactive steps for providing adequate <str<strong>on</strong>g>working</str<strong>on</strong>g> capital for <str<strong>on</strong>g>the</str<strong>on</strong>g> traditi<strong>on</strong>al fishermen<br />

engaged in <str<strong>on</strong>g>the</str<strong>on</strong>g> Skipjack-Masmin sector to free <str<strong>on</strong>g>the</str<strong>on</strong>g>m from dependence <str<strong>on</strong>g>of</str<strong>on</strong>g> middlemen.<br />

(iv) Modern canneries may be established in all <str<strong>on</strong>g>the</str<strong>on</strong>g> islands.<br />

(v) Blast freezers and cold storages <str<strong>on</strong>g>of</str<strong>on</strong>g> adequate capacities may be established at Minicoy and Agati to handle<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> fish landings effectively.<br />

(vi) All passenger ships <str<strong>on</strong>g>of</str<strong>on</strong>g> UTL should be fitted with reefer holds <str<strong>on</strong>g>of</str<strong>on</strong>g> adequate capacity for transport <str<strong>on</strong>g>of</str<strong>on</strong>g> fish from<br />

islands to mainland.<br />

(vii) There is a need to initiate inter state/ inter agency discussi<strong>on</strong>s to chart out a road map for <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

development <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> untouched Yellowfin Tuna sector for Shasmi market. The sector require heavy investment<br />

for infrastructure and fishing vessels.<br />

(viii) In sectors such as Yellowfin Tuna fishery requiring heavy investment and where <str<strong>on</strong>g>the</str<strong>on</strong>g> UTL fishermen lack<br />

expertise, investment from <str<strong>on</strong>g>the</str<strong>on</strong>g> mainland may be allowed.
