available through the <strong>Edmonton</strong> Zoning Bylaw.<br />

Establish a Sectoral Street-Oriented Retail Centre to<br />

serve as the heart <strong>of</strong> the community and as a regional<br />

gathering place.<br />

Integrate Sectoral Street-Oriented Retail specialty,<br />

shopping and dining experiences within the local<br />

community providing seamless co-existence <strong>of</strong><br />

pedestrian, vehicular and transit modes <strong>of</strong> travel and<br />

circulation.<br />

5.3.2 Concept<br />

Within the <strong>ASP</strong>, commercial and business land uses have<br />

been concentrated in the northeast portion <strong>of</strong> <strong>Windermere</strong><br />

and along Terwillegar Drive (see Figure 7.0). Given the<br />

level <strong>of</strong> exposure and access to both Anthony Henday<br />

Drive and Terwillegar Drive, this area will act as a regional<br />

focal point for surrounding neighbourhoods contributing to<br />

a wide range <strong>of</strong> amenities and services, employment and<br />

recreational opportunities.<br />

The inclusion <strong>of</strong> business and commercial land uses within<br />

the <strong>Windermere</strong> <strong>ASP</strong> directly supports economic<br />

development in southwest <strong>Edmonton</strong>. More specifically,<br />

the <strong>Windermere</strong> <strong>ASP</strong> responds to emerging consumer<br />

markets, sustained housing growth and construction <strong>of</strong><br />

new transportation facilities (e.g. Anthony Henday Drive)<br />

within the region. The thoughtful integration <strong>of</strong> a wide<br />

range <strong>of</strong> businesses, commercial services and amenities<br />

encourages economic diversification, employability and<br />

attraction <strong>of</strong> viable development. Furthermore, the location<br />

and configuration <strong>of</strong> commercial and business land uses<br />

harness available transportation infrastructure, support<br />

Transit / Pedestrian Oriented Development at strategic<br />

focal points, and encourage alternative transportation<br />

modes / opportunities. As a result, the <strong>Windermere</strong> <strong>ASP</strong><br />

will strengthen local markets, <strong>City</strong> economy and regional<br />

competitiveness.<br />

As a requirement <strong>of</strong> the <strong>ASP</strong> submission, Thomas<br />

Consultants prepared a Retail Market Assessment for the<br />

<strong>Windermere</strong> area. The purpose <strong>of</strong> this report was to<br />

ensure that an adequate supply <strong>of</strong> retail space is provided<br />

to meet the demands <strong>of</strong> future residents. The report<br />

estimated <strong>Windermere</strong> could support over 1.8 million<br />

square feet <strong>of</strong> retail and commercial floorspace at full build<br />

out. The majority <strong>of</strong> this commercial space will be located<br />

in the northern portion <strong>of</strong> the plan area. This commercial<br />

area is considered integral to the development <strong>of</strong> the<br />
