development. Appropriate setbacks, land use transitioning<br />

and buffering will be utilised to enhance commercial<br />

amenity and service integration along strategic Mixed Use<br />

Nodes on Terwillegar Drive. The specific location <strong>of</strong><br />

convenience centres, limited to less than 2 hectares,<br />

should be determined at the neighbourhood planning<br />

stage. Pedestrian and vehicular traffic should be<br />

considered in determining these locations. That at the<br />

stage <strong>of</strong> the approval <strong>of</strong> the Neighbourhood Structure Plan,<br />

market studies be completed on proposed commercial<br />

development in the trading area.<br />

5.4.2 Concept<br />

Opportunity exists to support a potential economic activity<br />

centre <strong>of</strong> approximately 108 ha within a southern portion <strong>of</strong><br />

the <strong>Windermere</strong> <strong>ASP</strong> (see Figure 7.0). The intent is to<br />

provide an optional land use that may be pursued in<br />

response to future economic development needs and<br />

market aspirations. However, this land use option is<br />

contingent upon demonstrated demand and market<br />

research in support <strong>of</strong> an economic / employment node<br />

within the proposed plan area. Where insufficient demand<br />
