INSPIRE Reference: D2.8.III.8_v2.0(.0) TWG-PF Data Specification on Production and Industrial Facilities 2011-06-15 Page VI Production and Industrial Facilities – Executive Summary Purpose INSPIRE Directive (2007/2/EC, 14.03.2007) defines the spatial data theme (“theme”) Production and Industrial Facilities as: “features related to production and industry, as well as entities related to describing summary information about the activities taking place in production and industrial facilities, and the main environmental issues related to them (pollution prevention, waste management, risk)”. This version of the data specification on Production and Industrial Facilities provides: − the basis for the development of the part of the Implementing Rules, defined in the Article 7(1) of the INSPIRE Directive, related to the spatial data theme Production and Industrial Facilities and − the implementation guidelines that will accompany the Implementing Rule on the Interoperability of Spatial Data Sets and Services according to Article 7(1) of the INSPIRE Directive. The data specification has been prepared by the INSPIRE Thematic Working Group Production and Industrial Facilities (TWG-PF), a multinational team of experts in the field drawn from different parts of the European Union, in the frame of the common and transparent development process. This version of the INSPIRE data specification for Production and Industrial Facilities has been compiled from reference material submitted by the Spatial Data Interest Communities (SDICs) and Legally Mandated Organisation (LMOs) of INSPIRE, plus the responses to the User Requirements Survey and a set of agreed use cases - some of which have been specifically prepared by the TWG- PF based on their knowledge and experience. Scope and description There are relationships with other spatial data themes, in particular with: Agricultural Facilities Utilities and Governmental Services Buildings Addresses Administrative Units Cadastral Parcels Details on these relationships will be provided in Chapter 5, Data content and structure. Next steps in the development It is intended that this data specification will be maintained in accordance with the future development of the INSPIRE data specification framework documents, new identified user requirements or policy requirements, development of the standards (used as a basis for data specification) and based on the best practices and on the input from the implementation of the INSPIRE Implementing Rules. It is intended that the current version (2.0) of the data specification has various elements that still need to be improved and/or which are still under elaboration. The key element in this respect is represented by the harmonised model for “facilities”, which is to be implemented in version 3 of the data specification. A substantial cross-thematic working group activity has been taking place between February and May 2011, involving mainly Production and Industrial Facilities, Agricultural Facilities (AF), and Utilities and Governmental Services (US). The involved groups expect this harmonised approach to facilities to provide a significant simplification in the adoption of the data specifications for these three themes. However, it was not possible to include the common model in the current version of the document. Parties interested in learning more about the common facility model may request additional information to the Points of Contact or the Facilitators of the related groups (PF, AF, US).

The INSPIRE Feature Concept Dictionary and Glossary has been consolidated by Darja Lihteneger. The data specification testing has been coordinated by Martin Tuchyna. The Testing communication tools have been set up by Loizos Bailas, Karen Fullerton and Nicole Ostländer. Web communication and tools for the consultations have been developed by Karen Fullerton and Hildegard Gerlach. The stakeholders participated, as Spatial Data Interested Communities (SDIC) or Legally Mandated Organisations (LMO), in different steps of the development of the data specification development framework documents and the technical guidelines, providing information on questionnaires and user surveys, participating in the consultation process and workshops, testing the draft data specifications and supporting the work of their members in the Thematic Working Groups and Drafting Team Data Specifications.
