Risk mapping could be accessible for any public actor involved in<br />

risk prevention <strong>and</strong> emergency management. from the citizen to the<br />

European Commission. It could be required from reporting purposes<br />

to general consultancy information.<br />

Flow of Events – Basic Path<br />

Operator (‘upper tier’ establishment) redacts Safety Report, (SR)<br />

including Prevention Policy of Major Accidents <strong>and</strong> description of<br />

SMS<br />

SR is assessed by the competent authority (for permission), that<br />

inform the operator about the conclusions (acceptation of SR)<br />

Competent authority (for permission) provides information on safety<br />

measures <strong>and</strong> on the requisite behaviour in the event of an accident<br />

to persons liable to be affected by a major accident originating in an<br />

establishment covered by Article 9<br />

Competent authority (for monitoring) periodically checks SMS <strong>and</strong><br />

compliance to SR through inspections
