project provided many useful examples of both<br />

strategic and local adaptation measures, particularly<br />

green space measures dealing with exposure to<br />

high temperatures and the urban heat island effect.<br />

Initial data-gathering for the Assessment Tool,<br />

together with the SWOT (strengths-weaknessesopportunities-threats)<br />

analysis of Sutton’s situation,<br />

undertaken by the Council at the outset of the<br />

<strong>GRaBS</strong> project, provided the basis for preparing a<br />

‘Study of Climate Change Impacts’ affecting Sutton<br />

in September 2010. This constituted the evidence<br />

base to support and justify the Council’s emerging<br />

LDF policies on flood risk management and climate<br />

change adaptation. It was also hoped that the<br />

interactive Assessment Tool would assist in the<br />

process of engaging with the local community on<br />

climate change issues in September-November<br />

2010. However, in the event, data/mapping licensing<br />

difficulties inhibited its use for consultation, and the<br />

Council is now developing a similar interactive<br />

‘Community Map’ on its own website to enable all<br />

stakeholders to access climate change information.<br />

Sutton’s Climate Change AAP consists of a<br />

Borough Climate Change Adaptation Strategy (in<br />

<strong>GRaBS</strong> terms, the High-Level Policy Statement) and<br />

a Climate Change AAP for the Hackbridge<br />

neighbourhood.<br />

The Borough Adaptation Strategy was published<br />

in draft form in July 2010 for public consultation,<br />

taking account of TCPA guidance, current best<br />

practice among <strong>GRaBS</strong> partners, and adaptation<br />

strategies produced elsewhere. The finalised<br />

Strategy contains a clear corporate statement of the<br />

need for action and puts forward an adaptation<br />

Vision for the Borough. This Vision is to be delivered<br />

by gaining a better understanding of the future<br />

challenges faced by Sutton; by building adaptive<br />

capacity through partnership working, enhanced<br />

community engagement and better decisionmaking;<br />

and by delivering a number of key outputs,<br />

including the Borough Climate Change Adaptation<br />

Strategy, the Hackbridge AAP, and LDF policies<br />

soundly based on green and blue space adaptation<br />

principles.<br />

The Strategy also sets out a range of adaptation<br />

principles dealing specifically with heatwaves and<br />

high temperatures, flooding, water resources and<br />

maintaining habitats and biodiversity in the face of a<br />

changing climate. These principles form the basis for<br />

the Council’s LDF policies on flood risk management<br />

and climate change adaptation, which indicate the<br />

Council’s intention to work with developers and<br />

their agents to promote these adaptation measures<br />

at the area-wide, neighbourhood and building scales.<br />
