Green Space Factor and Green Points systems, used in<br />

the development of Western Harbour in Malmö<br />

The development of Malmö’s mixed-use Western<br />

Harbour (Västra Hamnen) – on a former industrial<br />

site – began with the European Housing Exposition<br />

Bo01, which ran under the banner of ‘The City of<br />

Tomorrow’. The focus of the Bo01 development was<br />

on sustainability. High standards were set for park<br />

areas, energy production and use, waste<br />

management, mobility, and green and blue structures<br />

in the first phase of the Western Harbour<br />

development of around 500 housing units – mostly<br />

built as multi-family housing. Innovative stormwater<br />

management techniques and green roofs were also<br />

used in Bo01. The development of the Western<br />

Harbour has continued in further phases, always<br />

with the intention of producing a leading example of<br />

sustainable city development.<br />

To assist developers in interpreting the<br />

masterplan for the area, a ‘Quality Programme’ was<br />

drawn up, setting out the base level of design<br />

quality requirements. Biological diversity was a key<br />

component of all the open spaces on the site. Much<br />

of the housing was built around courtyards, and to<br />
