Summary<br />

Graystar Corporation has petitioned the <strong>City</strong> for Street, Storm Sewer, Water, and Sanitary<br />

Sewer Improvements to an area containing 14 lots in the Graystar First Addition. The<br />

engineers estimate for total construction costs are $952,965 including engineering costs. This<br />

project is consistent with past residential developments within the <strong>City</strong> <strong>of</strong> <strong>Hays</strong>. Staff<br />

recommends adopting the attached resolution authorizing the improvements in the estimated<br />

and amount <strong>of</strong> $952,965.<br />

Background<br />

The final plat for Graystar First Addition was approved at the April 22, 2010 <strong>City</strong><br />

Commission meeting. The property is zoned R-1, single-family residential district. The<br />

developer wishes to establish a benefit district to fund the improvements for the residential<br />

development.<br />

Discussion<br />

Graystar Corporation has petitioned the <strong>City</strong> for Street, Storm Sewer, Water, and Sanitary<br />

Sewer Improvements to an area containing 14 lots in the Graystar First Addition. This will be<br />

the first phase <strong>of</strong> this development. The engineers estimate for total construction costs for the<br />

improvements to and along Graystar Circle and Post Rd is $952,965, including engineering<br />

costs. The Developer will pay 30% (estimated at $285,890) <strong>of</strong> the costs for the construction<br />

<strong>of</strong> the improvements with the remaining 70% (estimated at $667,075) to be assessed to Lots 1-<br />

14 <strong>of</strong> the Graystar First Addition. There are no costs to the <strong>City</strong> for any oversizing <strong>of</strong><br />

infrastructure. The plan is to construct the streets to 31 foot in width as allowed by the <strong>City</strong> <strong>of</strong><br />

<strong>Hays</strong> Development Policy Infrastructure Guidelines for New Development. This project is<br />

consistent with past residential developments within the <strong>City</strong> <strong>of</strong> <strong>Hays</strong>.<br />
